Renovation of a stadium in Hoffman Estates, Illinois. Completed plans call for the renovation of a stadium.

This project is Turn-Key Design Build. The contractor shall be responsible for all aspects described in the scope of work. The LED Display Panel specification outlined will be the basis of the design. The final LED Display Panels will be integrated into the existing monument sign. The contractor shall include all required accessories; labor shall include any services including and not limited to design, engineering, field verification, modifications, installation, programming, and training. Upon project close-out the new LED Display Panels shall be fully integrated and operational. a. The Contractor shall be responsible to properly remove and dispose of the existing digital display panels. b. The Contractor shall be responsible for all modifications required to the existing monument sign structure and exterior cladding to enclosed and protect the new display panels. The integration of the proposed LED Display Panels into the existing sign cabinet must be a warrantable condition satisfactory to the LED Panel Manufacturer. c. All utility and communication integration required is the sole responsibility of the contractor. d. Basis-of-Design for the LED Displays is outlined in the specification requirements. 2. Contractor will conduct all work during business hours of M-F from 8:00am until 5:00PM. 3. Permits are the responsibility of the contractor. Village permit fees will be waived by the Village. 4. The Village is tax exempt and will furnish the awarded contractor with the exemption tax letter for the purchase of project materials. 5. Submittals are required for owner review and acceptance prior to procuring major feature(s) of the work. The following shall be submitted: a. Product Data Sheets for the proposed LED Display Panels and any specialty equipment identified. b. As-built drawings for the existing structure denoting any modification required for the replacement LED Displays 6. Contractor shall perform integration and commissioning in advance of project close-out and substantial completion. All equipment and systems shall be fully operational prior to substantial completion and owner training. 7. Closeout Documentation shall include the following items in order: a. Fully operational Monument Sign with Display Panel Control and attic stock. b. As-Built documentation and Project Submittals, (2) hard copies in binders; and (2) PDF's copies on thumb drives i. All Equipment Packages with Manufacture Data (Product Data Sheets, Specifications, Owner Operation and Maintenance Manuals c. Onsite Owner and Operator Training (minimum of 4 people for 8 hrs.) d. Lifetime software license including routine updating or upgrades e. Warranty Submittals i. Manufacturer warranties for all equipment and supplied features of the work. ii. Minimum of 5 Year Parts warranty Three (3) Year of on-site labor warranty shall be included in the base bid. Warranty coverage must include the provision of bucket trucks for reaching sign assets and LED panel manufacturer certified repair technicians to perform all required service work. All service and repair dispatches shall occur during normal business hours, Monday through Friday, excluding holidays and weekends. Minimum of 48-hour onsite response time. f. Letter of Substantial Completion g. Final Invoice Sign Contractor Qualifications and Requirements 1. The sign contractor must be a manufacturer approved installer of the specified display panel. The contractor must have a minimum of 15 years in the industry and 10 years' experience with LED display panel installations, service, maintenance, and troubleshooting. 2. The sign contractor must own and operate their own service vehicles with proper bucket truck reach and maintain a certified, fully staffed service facility capable of dispatching qualified technicians for ongoing repair and maintenance of the provided digital products. This facility must be located within a 50-mile radius of Hoffman Estates, Illinois, to ensure timely and reliable service support. 3. Sign contractor shall self-perform all aspects of the LED Display Panel installation and integration. Any specialty subcontractor required for execution of the scope of work shall be listed on the "Bid Proposal Form". 4. This is a prevailing wage project. Certified payroll documentation shall be submitted with final application for payment at completion of the projectSpecification Requirements for Outdoor LED Display Panels 1. Scope and Intent This specification outlines the minimum requirements for a full-color, outdoor-rated LED video display panel intended to be integration into an existing monument sign structure. The primary objective is to ensure high visibility, superior image quality, and robust performance in extreme outdoor conditions, while meeting specific dimensional and pixel density targets. The project will require the replacement and integration of both the east and west facing display panels. 2. General Performance Requirements a. Viewable Area Nominally shall be 14' - 0" High x 28' - 0" Wide. The final dimension shall be within +/- 2 inches of nominal but must fit within the prescriptive monument sign box. b. Maximum Power Consumption To be calculated based on pitch, but not to exceed 120W/sq. ft. (typical). Vendor to provide comprehensive electrical load calculations. c. Operating Lifespan 100,000 hours minimum. After which luminous output degrades to 50% of initial level. d. Service Access Front or Rear Serviceable is required for ease of maintenance and minimized sign disruption. e. Color Depth 16-bit processing minimum. Required for smooth color transitions and video performance. f. Refresh Rate 3,840 Hz minimum. Required to prevent flicker on camera and for superior motion handling. g. Display Panel manufacture must have 15 years in the LED industry producing display panels. Panel manufacture shall be capable of sourcing replacement LED modules for a period of 10 years following the final completion date of this installation. 3. Display and Pixel Specifications a. Resolution and Pixel Pitch are critical for content ratio and viewing distance. The physical size and target pixel count are vital requirements. i. Pixel Resolution (Height) 250 Pixels is the minimum requirement ii. Pixel Resolution (Width) 865 Pixels is the maximum requirement iii. Overall Pixel Count Height >= 250 and Width <=865. Final count depends on vendor's selected resolution and module configuration. iv. Effective Pixel Pitch Range 12mm to 16mm (Square). Vendor must select a standard square pitch (12mm, 15mm, 16mm) that meets the required resolution within the specified physical dimensions. (Note: Achieving 865W in 28' requires an effective pitch of approximately 9.85mm. The Vendor shall detail how the W resolution is achieved if a 12mm + pitch is used.) v. Minimum Horizontal Viewing Angle 140 degree. Off-axis uniformity is critical. b. Brightness (Luminance) i. Required Luminance Range (Outdoor) for readability in direct sunlight 10,000 to 12,000 NITS ii. Luminance Control is required for ambient light adjustment and energy savings. Should be automatic 256-level sensor control c. Components i. LED Type should be DIP or SMD (Preference for high-brightness, high-reliability BlackBody SMD). Must be fully encapsulated in front and back of the module. Includes protective coating (conformal coating/gasket) against environmental ingress. ii. LED Manufacturers: Nichia, Cree, or equivalent Tier 1 manufacturer. Required for consistency and lifespan. iii. Contrast Ratio should be 3000:1 minimum. Required for clear visibility of dark content during daytime. 4. Environmental and Physical Requirements The display must be engineered to withstand continuous outdoor exposure, including harsh weather, temperature fluctuations, and UV exposure. a. Ingress Protection (Front/Display Face) IP65 minimum for protection against dust and highpressure water jets. b. Ingress Protection (Rear/Cabinet) IP54 minimum for protection against dust and low-pressure water jets. c. Operating Temperature shall range between -40 degree C to +55degree C. Required for yearround operation in extreme climates. 33 d. UV Protection High-grade, anti-UV treated components. Required to prevent deterioration of masks and encapsulation over time. e. Wind Load Rating certified to withstand local building code wind loads (min. 90 mph exposure). Vendor to provide documentation/stamped engineered drawings. 5. Control System and Processing a. Hardware and Connectivity The system must include a dedicated Video Processor and Sender Card to manage video scaling, windowing, and display correction. i. Video Input: Must accept standard industry inputs (HDMI, DVI, DisplayPort). ii. Networking: Gigabit Ethernet connectivity with redundant data path support (e.g., fiber option for long runs). iii. Monitoring: Remote, real-time cabinet temperature, humidity, and component status monitoring capability. b. Software and Content Management System (CMS) The system must include a robust, user-friendly Content Management System (CMS). i. Scheduling: Advanced scheduling capabilities (daily, weekly, date-based, immediate play). ii. Media Formats: Support for all common video (MPEG, MP4, MOV) and image (JPG, PNG) formats. iii. Resolution Scaling: Automatic and manual scaling of content to the native display resolution without distortion. iv. Remote Diagnostics: Capability to remotely power-cycle, diagnose, and update the system firmware. 6. Documentation and Warranty a. Warranty: Minimum five (5) years parts and three (3) years on-site labor warranty covering all components, including LED modules, power supplies, controller cards, and cooling systems. b. Ten (10) year parts availability guarantee c. Documentation: Complete set of manuals including installation, operation, troubleshooting, and maintenance guides must be provided. d. Certification: LED modules and cabinets must be UL listed and FCC compliant. e. Training: On-site training for operations and maintenance staff is required. 7.
