The City of Montgomery, Texas is requesting Statements of Qualifications from qualified professional engineering firms to provide ongoing City Engineer consulting services. The selected firm will support the City with professional engineering, planning, development review, and capital project management services necessary for municipal infrastructure and regulatory needs. The scope of services includes engineering support for water, wastewater, streets, and drainage infrastructure; assistance with planning, design, bidding, and construction management of capital improvement projects; coordination with City staff; technical reviews of subdivision plats, site plans, and construction plans; ensuring regulatory compliance; providing recommendations for zoning cases; attending relevant meetings; preparing or reviewing environmental reports; maintaining AutoCAD and GIS capabilities; and regular communication. The firm must designate a Texas-licensed Professional Engineer and show experience serving Texas municipalities. All work products are property of the City. SOQ Submission Requirements: Submit a cover letter, firm overview, understanding of scope, project team details, organizational chart, list of relevant experience, approach and methodology, at least five public sector references, insurance summary, signed conflict of interest statement, and any additional supporting materials. The document should not exceed 20 pages, must be in 8.5” x 11” format with minimum 12-point font, and 11 printed bound copies plus 1 electronic PDF on USB drive must be submitted in a sealed package clearly marked with the RFQ number and addressed as instructed. Late submissions will not be accepted.
