Bidders must follow the procurement regulations of the Illinois Environmental Protection Agency Public Water Supply Loan Program, the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, the Illinois Works Jobs Program Act, and the federal "Build America, Buy America Act." Bidders are required to comply with the loan recipient's policy regarding the increased use of disadvantaged business enterprises, which involves undertaking specified affirmative efforts at least sixteen days prior to bid opening.
