The project is financed through the Community Development Block Grant Program with funds from the U.S. Department of Housing and Urban Development. All work performed will be subject to federal labor standards, Davis Bacon Wage Laws, and the approved wage determination rates in bid documents. The project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 to ensure employment and other economic opportunities are directed to low- and very low-income persons, and Section 3 businesses are encouraged to submit bid proposals. Bid forms, contracts, and specifications are available by contacting Remington & Vernick Engineers. Bids must be on the bid form prepared by Remington & Vernick Engineers, in the required manner, and enclosed in sealed envelopes with the bidder's name and the reference to the work. Each bid must include a certified check, cashier's check, or bid bond of not less than ten percent (10%) but not exceeding $20,000.00 of the amount bid, and a certificate letter from a surety company that it will provide a completion bond. The contract award is subject to funding provided by the Township and securing necessary State, Federal, or Local permits.
