The work consists of the supply and maintenance of an applicant tracking system as a modern Software as a Service (SaaS) solution to improve efficiencies and streamline the Recruitment and Onboarding processes through automation where possible. The system is to support approximately 200 supervisors for candidate resume reviews and 15 HR staff for full system functionality. Key requirements include staffing requisitions, approval processes, job postings (internal, external, concurrent, and with integration to external sites), application document collection, prescreening, screening, applicant sorting, interview scheduling, applicant notifications, uploading electronic interview guides, offer letters and hiring attachments, onboarding documents, data integration feed into J.D. Edwards, HR metrics/reports, and compliance with Accessibility for Ontarians with Disabilities Act (AODA) requirements. The system must allow for customized appearance, multiple users, resource library, and handle internal applicant identification. The vendor shall conduct onsite or online training sessions and provide fully editable electronic training and user manuals, and perform system installation, configuration, and data migration from J.D. Edwards. The vendor must provide all necessary services, personnel, equipment, and materials to perform the work and services as described, and comply with all applicable laws and requirements. Instructions to bidders specify that proposals are to be submitted electronically through the City's Bidding System, in English, and in the prescribed format that follows the sequence of the rated criteria. Proponents must acknowledge receipt of addenda, bear their own costs, and proposals may be withdrawn before contract execution. Any questions must be submitted via the Bidding System to the RFP contact, and the City may seek clarification, addenda, or supplementary information as necessary. Proponents are required to declare any potential conflicts of interest and identify any confidential information in their submission.
