The south Carolina department of transportation reserves the right to reject any or all proposals and waive any technicalities. This proposal includes utility work under Section 105: Public Utility Relocation and requires the use of a contractor from the SCDOT prequalified utility contractor list (see the next page). This is a material requirement of the solicitation. Any bid that does not utilize a contractor included on this list at the time of bid submission will be considered nonresponsive and will not be considered for award. Contractors seeking to be added to the prequalified utility contractor list for this proposal must submit a completed Utility Subcontractor Approval Form, signed by the utility owner, to SCDOT no later than seven (7) days prior to the letting. The Utility Subcontractor Approval Form is available on the SCDOT Construction Extranet and included within the proposal documents. Upon approval, the prequalified contractor list will be updated and issued by amendment to the proposal. Requests received after this deadline will not be considered for that letting.
