Site work for a development in Rapid City, South Dakota. Completed plans call for site work for a development.

Reconstruction of Pactola Campground Loop B includes roadway improvements on the Forest Service loop road adjacent to Pactola Reservoir. Work modifies the existing 14-ft-wide road with curve widening, drainage shaping, and new surfacing to achieve typical widths of 16 ft for one-way traffic and 24 ft for two-way traffic. A new 20-stall trailhead parking area will be constructed for the Osprey Trail, and the existing trailhead will be repurposed as overflow and boat-trailer parking for Loop B. Loop B's current 20 primitive spurs will be reconfigured and expanded to provide a total of 36 improved camping spurs under Base Items. The existing Host Site, including power, water, and wastewater vault, will be relocated to the beginning of the loop for improved service; the former Host Site will be converted into a Volunteer Site with upgraded utilities, and an Option Item includes replacement of the sewage vault with a new concrete vault. Water system work includes decommissioning the existing pumphouse and replacing it with a new precast concrete treatment building with upgraded plumbing and controls, replacing all distribution piping, and installing new hydrants. The current water system--comprising a well with a submersible pump, a steel below-ground storage tank, and seven points of use--is in poor condition with failing controls, a non-compliant treatment system, distribution leaks, inaccessible hydrants, and a deteriorated pumphouse lacking adequate lighting and ventilation. Plan sheets showing additional tent sites and a toilet in the Osprey Trailhead infield are for future construction and excluded from this contract. The project is a Congressionally directed Great American Outdoors Act effort to modernize Loop B, increase capacity, improve the water system, rebuild host facilities, and provide camping spurs designed for modern recreational vehicles with contemporary amenities. Disclosure of Magnitude. The anticipated magnitude for this project is Between $1,000,000 and $5,000,000. Questions shall be submitted via email to Lucas Dahlman at lucas.dahlman@usda.gov and to Janice King at janice.king@usda.gov no later than February 12, 2026, at 9:00 a.m. Central Time. This will ensure enough time to respond before the solicitation period ends. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
