The Authority is seeking to acquire all necessary labor, materials, tools, equipment, and supervision to replace the heating, ventilation, and air conditioning (HVAC) system at the Shops and Warehouse at Washington Dulles International Airport (IAD). The terms and conditions that govern the solicitation, as well as those that will become binding upon execution of the contract awarded as a result of this solicitation, are set forth. Responses that do not include all requested information, do not conform to the solicitations instructions, or do not acknowledge all amendments to the solicitation may be deemed nonconforming and rejected without evaluation. The Authority contemplates award of a firm fixed-price contract. The Airports Authority is using a one-step Invitation for Bids procurement process to award this contract, which will be awarded to the conforming, responsible offeror with the lowest total bid. The Offeror shall submit its Offer electronically in the Authoritys Contract Lifecycle Management System, including all documents required by the solicitation as separate PDF or Microsoft Excel files. Required documents include Solicitation Offer and Award, Price Schedule, Representations and Certifications, Brand Name or Approved Equal comparisons, Small Business Program Documents, Insurance Affidavit, Copy of Virginia State Contractors License, and Bid Bond or Bid Guarantee. This solicitation has a Small Local Business Enterprise participation requirement of 100% of the total contract amount. The Offeror must submit a plan to achieve the requirement or a request for waiver. Offers not conforming may be rejected. The Offeror is responsible for satisfying itself as to the conditions affecting the requirements and assumes all responsibility for conclusions or interpretations based on the information available. This Solicitation has been assigned an Airport Concession Disadvantaged Business Enterprise (ACDBE) participation goal of 0% of the total Contract amount, including any potential option periods.
