Supplier shall provide necessary labor, material, equipment, transportation, and supervision for structured cabling and network closet upgrades for schools that have not been part of the modernization over the last five years and have infrastructure that has reached end of life and no longer meets district standards. Question Deadline 01/09/2026 at 12:00 PM ET Written Questions - Inquiries must be submitted to: procurement.questions@detroitk12.org Detroit Public Schools Community District (DPSCD) is completing the final phase of a multiyear, district-wide modernization initiative to rebuild structured cabling and network-closet infrastructure across all 116 schools and administrative facilities. More than 100 facilities have already been modernized using updated district standards for Cat6 structured cabling, OM4 fiber backbones, and standardized MDF/IDF environments designed to support instructional technology, high-density wireless, security systems, cloud platforms, and VoIP. Despite this progress, 11 existing schools and district buildings still operate with aging cabling, open-rack environments, outdated electrical and cooling provisions, and inconsistent documentation. These remaining legacy facilities experience significantly higher levels of network instability, service disruptions, and recurring break/fix costs. In addition, the district's Facilities Master Plan includes five new schools: Pershing High School, Cody High School, Southwestern, Paul Robeson Malcolm X ES-MS, and Carstens ES-MS, which require fully engineered structured cabling and network-closet infrastructure aligned to district standards. The purpose of this RFP is to procure a qualified, experienced, and E-Rate-eligible vendor to provide a turnkey, district-standard structured cabling and network-closet upgrade across all remaining facilities. The selected vendor will provide end-to-end engineering, design, materials, installation, testing, documentation, certification, and warranty services. This project will establish a unified 20-year infrastructure baseline, eliminate costly reactive repair spending, and significantly reduce operational costs. This project will be submitted under E-Rate Category 2, with DPSCD anticipating 85% federal reimbursement for all eligible components. The vendor is required to meet all E-Rate procurement, eligibility, documentation, and invoicing requirements. BACKGROUND & STRATEGIC DRIVERS DPSCD serves more than 51,000 students across 139 square miles, operating over 100 schools with a complex technology ecosystem. Instructional delivery, assessment readiness, safety systems, cloud platforms, and wireless connectivity all rely heavily on the stability of structured cabling and MDF/IDF environments. Over the past five years, DPSCD conducted a comprehensive infrastructure audit and began modernizing schools, focusing on: o Standardized Cat6 and OM4 fiber infrastructure o Enclosed, cooled, environmentally monitored network cabinets o Uniform rack and patch-panel layouts o Documented pathways, labeling standards, and as-built diagrams As part of this audit and modernization effort, the district documented significant deficiencies in older buildings, including: o Open or unprotected racks o Aging, out-of-lifecycle copper cabling o Insufficient electrical and grounding o Inconsistent fiber terminations o Poor wire management o No cabinet cooling o Lack of documentation and labeling These deficiencies have produced operational instability and high annual repair costs. Between FY25 and FY26, DPSCD spent $3.6 million in wiring repairs and emergency support, and continues to invest $1 million per year in incremental cabling upgrades. Completing this modernization will: o Eliminate more than $1,000,000 per year in recurring operational costs o Reduce post-project maintenance to less than $100,000 annually o Provide a 20-year infrastructure lifecycle o Standardize performance and reliability across all schools o Improve uptime for wireless, VoIP, cameras, access control, and instructional technology o Ensure new buildings open with district-standard technology readiness 1. GENERAL OVERVIEW The selected vendor shall provide a complete, turnkey structured cabling and networkcloset modernization across all remaining DPSCD facilities. Work includes: o Cabling: Cat6 copper, OM4 fiber o MDF/IDF modernization: Rittal NEMA 12 cabinets, cooling, UPS, PDUs o Engineering, design, and site surveys o Installation, testing, labeling, certification o As-built documentation o Equipment rack and cabinet replacement o Demolition and removal of obsolete wiring and infrastructure o Environmental monitoring installation o Grounding and bonding o Pathways, ladder racks, penetrations, and firestopping o Full cutover and operational testing o Warranty requirements (25-year system warranty) New Schools Requiring Full Buildout (5) 1.
