Wicomico County is seeking electronic sealed Bids from qualified Vendors, through the Wicomico County e-Procurement Portal, for Landfill Cell 7 Construction. Question Submission Deadline: February 5, 2026, 12:00pm . Bidders shall submit all inquiries regarding this bid, via the Online. It is the responsibility of the Bidder to check the website for answers to inquiries. Scope of Work A. The Work to be performed under these Contract Documents consists of the construction of a new landfill cell, Cell 7, associated with the Newland Park Landfill Facility located in Wicomico County, Maryland. This Specification Section provides a general description of the scope of work, which is not intended to be an all-encompassing listing of the project work to be performed by the CONTRACTOR. The CONTRACTOR shall refer to the appropriate detailed Specification Section and Contract Drawings for additional information. The Work includes, but is not limited to, the following: 1. Clear, grub, and strip all areas to the limits of work. 2. Modify and maintain the existing perimeter access road and drainage swales. 3. Furnish and install riprap downchute and dual 24-inch ADS N-12 Stormdrain pipe. 4. Furnish, install, and maintain erosion and sediment controls, including dewater and appurtenances. 5. Excavate and haul approximately 45,000 cubic yards of existing soil materials within the site limits. 6. Excavate and haul to the working face approximately 20,000 cubic yards of existing below grade waste, including leachate removal and hauling. 7. Install approximately 22,000 cubic yards of borrow general fill for subgrade preparation and general soil fill. 8. Dynamically compact 5.6 acres per the limits on the Contract Drawings. 9. Furnish and install approximately 23,000 cubic yards of borrow for lowpermeability soil layer construction. 10. Furnish and install approximately 7 acres of 60-mil high-density texturedpolyethylene (HDPE) liner and geosynthetic clay liner (if Base Liner System Detail - Alternate 2 is selected).11. Furnish and install 7 acres of drainage geocomposite and 24-inches of protective cover soil, including HDPE piping system. 12. Furnish and install landfill gas system piping and valves, and four caisson well aggregate bases. 13. Furnish and install leachate pumping system, riser building, side slope riser system, and related electrical and mechanical features. B. The project site is located in Wicomico County, Maryland, approximately 1 mile northwest of Salisbury, Maryland. The detailed scope of work is annotated in the following sections. The CONTRACTOR is to coordinate their work (materials handling and traffic) with other site contractors. The CONTRACTOR is to be advised that work operations will be adjacent to an active municipal solid waste landfill susceptible to odors and vectors. C. Hours of Work are defined in the Contract. Project Description A. The project consists of construction of Cell 7, an approximately 7-acre municipal solid waste landfill cell on a 125-acre property known as the Newland Park Landfill, along with ancillary features and structures as shown on the Contract Drawings and described in these Specifications. The adjacent cells are currently active and receive municipal solid waste. The site is located off Brick Kiln Road in Wicomico County, Maryland, as shown on the Contract Drawings. B. The project includes, but is not limited to, construction of the following features shown on the Contract Drawings: excavation and grading for the +-7-acre Cell 7 and construction of the bottom liner and leachate collection system, anchor trenches, leachate conveyance system, landfill gas system components, and access road. C. Included in this project are all related earthwork efforts necessary to clear, grub, and regrade the Cell 7 landfill area and adjacent areas where construction is proposed; segregating excavated materials for use as fill and backfill, as well as moisture conditioning, screening, or other treatment to meet material requirements; stockpiling of excavated materials which shall become the OWNER'S property; construction of temporary erosion control features; leachate collection and conveyance system; installation of the Cell 7 liner system including: the low permeability soil layer (subbase), installation of HDPE geomembrane, geosynthetic clay liner (if required), drainage geocomposite, and tie-in to existing adjacent cells; geosynthetic anchor Cell 7 A. The Work to be performed by the CONTRACTOR under this project includes providing all labor, services, tools, machinery, equipment, and materials necessary to complete the Cell 7 landfill cell and associated features. The Work includes but is not limited to the following items: 1. Site preparation including: a. Stakeout and surveying during all construction activities for construction quality control, measurement and payment, and verification of constructed features. b. Construction, installation, and maintenance of erosion and sediment control devices. c. Clearing, grubbing, and topsoil stripping within the limits of disturbance, stockpiling of topsoil and soil in OWNER-designated on-site stockpile areas for future site operations. 2. Installation of stormwater management swales, piping, riprap, and appurtenances. 3. Mass excavations and earthwork to the lines and grades shown on the Contract Drawings. 4. Dynamic compaction as shown on the Contract Drawings. 5. Construction and testing of piping, valves and valve boxes, sump, pumps, float controls, alarm sensors, control panel, electrical connections, earthwork, and related features. 6.
