The project entails the provision of all labor, materials, supplies, tools, equipment, and other incidentals necessary to resurface and convert existing tennis courts to pickleball courts at the Oak Ridge High School Tennis Courts, located at 1450 Oak Ridge Turnpike, Oak Ridge, Tennessee 37830, in accordance with the attached specifications. A detailed description of the work, including general specifications, requirements, and a map of the work location, is set forth in Exhibit "A." All bids must be completed and submitted on the Bid Form provided, on or before the time set for opening of bids. Late bids, unmarked envelopes, and incorrectly marked envelopes will not be opened. Electronic bids are not accepted. Each bid must be accompanied by a bid guarantee payable to the City in the amount of ten percent (10%) of the total bid amount. A Drug-Free Workplace Affidavit form must be submitted with the bid. The successful bidder must maintain required insurance and provide a Completion and Performance Bond and a Labor and Material Bond, each in the amount of one hundred percent (100%) of the contract price. All bidders must be duly licensed contractors in Tennessee and provide at least three references for similar work performed. All work is to be completed within thirty (30) days of commencement unless otherwise agreed in writing. Work must adhere to all applicable federal, state, county, and local laws, ordinances, statutes, and regulations, and must be performed in a commercially reasonable manner using industry standard practices. Bid submittals must follow all instructions, including clear marking of sealed envelopes with required contractor license information (if applicable). Late bids are not accepted and will not be opened. The City reserves the right to reject any and all bids, and to award the contract to more than one bidder if in the City's best interest. The selected bidder and its employees must comply with all City policies, including tobacco use and background check requirements, and liquidated damages of $500 per day will be assessed for delays. Bidders must certify compliance with the Iran Divestment Act and, as applicable, certify no boycott of Israel.
