Site work and new construction of a multi-residential development in Powell River, British Columbia. Completed plans call for the construction of a two-story above grade, 40-unit, 20-bed multi-residential development.
The purpose of this NRFP is to select a Construction Management (CM) company with experience in the Construction Management at risk (CCDC5B) Contract to provide Pre-Construction and Construction Management Services for a new Homeless Action Plan – Enhanced (HAP-E) site in Powell River, BC, to advance the Project from Design Phase to construction completion and warranty Phase. This project aims to address the housing needs of individuals and families who have experienced or are at risk of homelessness. The scope of work consists of construction of a proposed 2 storey wood-frame building with 40 Supportive Housing Units, 4 Complex Care Respite Units, and 20 Shelter Beds, designed to provide safe, functional, and supportive living spaces for the target population. The work will encompass all aspects of construction, including but not limited to: Site Preparation and Civil Works: Site grading, utility connections, and landscaping. Building Construction: Wood-frame superstructure, mechanical, electrical, and plumbing systems installation, Interior fit-out, including common spaces and tenant units. Building Features: Sustainable design elements, including energy-efficient systems aligned with BC Housing's Design & Construction Standards, Accessibility features to accommodate diverse needs, including individuals with disabilities. Proponents must submit a signed Non-Disclosure Agreement (NDA) to obtain information about site location. No submission will be accepted from Proponents who did not submit the signed NDA. Signed NDA must be submitted via email to the attention of the BC Housing Contact with a clear indication of this RFP number and title in the subject line. The deadline for submitting the signed NDA is: January 7, 2026 @ 2:00 p.m. PT. It is the Proponent’s sole responsibility to verify that their NDA has been received by BC Housing and request information about the property type and location.
