Quotes are requested for construction rehabilitation services under the Senior Grant Program for the property at 2451 Soledad Canyon Road, Space #7, Acton CA 93510. The work includes providing all labor, materials, equipment, and performing all necessary and incidental work as required by the Statement of Work. Quotes must be submitted on the provided Quote Sheet with supporting forms, proof of contractor's license, EPA certification, insurance coverage, and a cover letter. The completed Quote should be uploaded through the specified website and confirmation emailed to the designated contact person. It is the contractor's responsibility to ensure timely and correct submission of the Quote. Late, misdelivered, or incomplete submissions will not be considered. Award of the contract is subject to execution of standard forms and approval of the homeowner's grant application. The solicitation process is informal, and the authority reserves the right to reject any or all quotes and to issue supplemental information or waive minor technical deficiencies. Instructions to bidders include requirements for: - General Liability Insurance ($1,000,000) - Workers' Compensation Insurance ($1,000,000) - Automobile Insurance ($50,000) - Crime Insurance (Employee Theft, Forgery, Client Coverage, each $10,000) - Pollution/Asbestos Liability/Errors & Omissions Insurance (General Aggregate $1,000,000, Each Occurrence $500,000) - Contractor License Surety Bond - Appropriate contractor licenses (Class "B" and/or "B-2") and EPA "Lead-Safe" Certification (current and valid for the contract duration) - Completion period of 30 calendar days from Notice to Proceed; $500.00 per day penalty for non-completion - Compliance with additional policies and programs as listed (child support, EEO, fair hiring, etc.) The contract is not guaranteed unless these requirements are met and the homeowner's grant application is approved. Maria Ortiz al telefono (626) 586-1814 o correo electronico a maria.ortiz@lacda.org Purpose The Los Angeles County Development Authority (LACDA) is issuing this Request for Quotes (RFQ) to solicit quotes for a Contract with an appropriately California Licensed, insured and bonded General Contractor who can provide single family construction rehabilitation services to perform home accessibility modifications and deferred maintenance needed to increase the mobility, functionality, and health and safety of eligible seniors' citizens. Bidders are advised that this RFQ is an informal solicitation and should not be construed as engaging in a formal competitive bidding pursuant to any statute, ordinance, rule or regulation. The Senior Grant Program assists with mobility and habitability repairs to help low to moderate income senior citizens (62 years or older) remain in their homes and age in place. Senior citizens must reside within the unincorporated areas (UA) of Los Angeles County Supervisorial Districts 1, 2, 4, and 5, and must own the home, which needs home modifications and repairs. Examples of modifications include wheelchair ramps, grab bars, widened doorways, non-slip floor covering, or conversions from tubs to roll-in showers. Additionally, the Program will finance deferred maintenance repairs such as roofing, plumbing, electrical, or heating that are necessary to improve the structural integrity, safety, efficiency, functionality, of the home and prolong the home's useful age. Contractor to include all costs associated with the requirements to successfully execute the scope of work; Including but not limited to general conditions, temporary facilities and utilities, permit/inspection fees if applicable, fees, materials, labor, equipment, delivery, tools, offloading, cleaning, debris removal and disposal off site legally to eliminate all hazards by end of every workday. . All dimensions are for reference only. The contractor is responsible to field verify all dimensions including specified products and appliances before submission of bids, placing orders, and installations. . Contractor is responsible to submit RFI for any scope of work that needs clarification to LACDA for review and approval. This includes any discrepancies discovered during field verification prior to submission of bids or during construction. All brands and models of material, appliances or equipment specified are intended for purposes such as point of reference, to ensure the safety and quality of the product and preference of LACDA or owner. Contractors are expected to review the contract, understand all its stipulations, and prepared to comply and that contractors certify that they are willing to use those materials. All "equal" brands will be allowed and accepted after determined by LACDA as meeting the requirement of the specification. Contractor is responsible for providing samples, technical specification, product cut-sheets and any information that LACDA requires for review and approval prior to installation. All bids for new systems, appliances, fixtures and equipment shall include ancillary materials, costs of necessary work to ensure functional installations, and pass B&S inspection if applicable. All work specified in the scope of work and any necessary modification to mechanical, electrical, and plumbing systems due to performing the scope of work are required to be functional at the completion of the project. The bid includes the costs of all the necessary work to ensure proper functioning of the modified systems. . Contractor should not delete or eliminate any materials, equipment, or fixtures in the scope of work unless it is approved prior to the bid date. . In the absence of LACDA inspectors on site, contractors to retain and provide photo verification for LACDA review of all work that may be directly or indirectly impacted by the scope which are to become concealed, including but not limited to blockings, insulation, subfloor, sheathing work, toilet wax rings, building papers, waterproofing, and backer boards, among others. Contractor at their expense, when necessary, shall move owners' possessions & furnishings to exterior of home, at a staging area or location approved by the owner with full plastic covering protection against dust and weather exposure for the whole duration of the work and when work is complete, return to their original condition and location.
