Renovation of a mixed-use development in Copperas Cove, Texas. Completed plans call for the renovation of a educational facility.

Copperas Cove ISD is requesting proposals for Construction Manager-At-Risk (CMAR) Services. The project consists of the following: Copperas Cove High School Renovation with CTE and Program Expansion Fairview/Jewell Elementary School Renovations Copperas Cove Junior High School Renovation CCHS Fine Arts & Locker Room Facilities. Execution of any Construction Manager at Risk ("CMAR") contract pursuant to this Request for Proposals is expressly contingent upon passage of the District's upcoming bond election. The District shall have no obligation, financial or otherwise, to enter into or perform under a CMAR contract unless and until the bond measure is approved by voters and funding is available. Owner is requesting proposals for CONSTRUCTION MANAGER-AT-RISK (CMAR) Services. You are invited to submit a proposal on the attached forms. Owner will be utilizing the CMAR Procurement Method (One-Step Process) as authorized by Chapter 2269, Subchapter F, Texas Government Code. Respondents shall submit proposals in response to this Request for Proposals ("RFP"), in accordance with 2269.253(b), Tex. Govt. Code. The attached Criteria & Relative Weights Table identifies the criteria on which the CMAR is required to submit its proposal and upon which the Owner will evaluate the proposals received in response to this RFP. The Respondent shall not accept or offer gifts or anything of value nor enter into any business arrangement with any employee, official, or agent of the Owner. No public official shall have a personal interest in this proposal or any resulting contract in accordance with the provisions of Chapter 171, Texas Local Government Code. The Board of Trustees of the Owner has adopted a prevailing wage rate for the Project, as determined by the United States Department of Labor, in accordance with the Davis-Bacon Act for Coryell County, Texas. The Owner is qualified for exemption from State and local taxes as a public school district and political subdivision of the State of Texas. All Proposers must comply with all State and federal labor laws concerning wage rates. Question Deadline 01/05/2026 at 12:00 PM CT The Owner reserves the right to reject, in its sole discretion, any or all responses submitted in response to this RFP. All qualifications submitted in response to this RFP become the property of the Owner and may be subject to release to any requestor under the provisions of the Texas Public Information Act, Chapter 552, Texas Government Code, and Attorney General Opinions issued under such statute. Owner reserves the right to issue additional RFPs for the services described herein or similar services at any time. Proposers acknowledge and agree that the District reserves the right to reject all proposals or cancel this procurement process with no liability to any proposer in the event the bond measure does not pass. The Owner reserves the right to conduct interviews with one or more of the Respondents prior to making a final selection of the winning proposal.
