The primary goals are to produce documents and services required for adoption and implementation of a new Master Plan for Humboldt County and the City of Winnemucca; build upon and evaluate the current Master Plan; expand the community vision; analyze current and future conditions; develop a Community Outreach Plan with various engagement techniques; determine visionary goals and practical strategies; identify priority areas for growth and redevelopment; assign responsibility for plan recommendations; and create a plan that is strategic, long-term, comprehensive, sustainable, implementable, and a basis for regulatory updates. The plan must address areas including land use, public lands, future land use, economic development, housing, neighborhoods, downtown, historic preservation, sustainability, parks & recreation, transportation, growth management, community facilities/services, and community character, as well as future impacts of emerging technologies and commercial development trends. The consultant will lead the Master Plan Project Team, develop and revise vision statements, and collaborate with working groups. Responsibilities include data collection and analysis, reviewing and referencing relevant studies, and preparing an engaging, implementable Master Plan document with required content sections. Deliverables must be provided in specified text and map formats, suitable for reproduction, public engagement, and digital distribution, and include GIS work, public presentation materials, and various draft and final plan versions. All project materials become the property of Humboldt County upon completion. The proposal must detail approach, schedule, deliverables, and team qualifications, and comply with insurance, indemnity, and contractual requirements. Proposals must be formatted and submitted as specified, with selection based on defined criteria including completeness, relevant experience, plan quality, qualifications, references, and cost management. Humboldt County Regional Planning Commission in conjunction with the Regional Planning Department is seeking a qualified consultant to lead and prepare a comprehensive Master Plan update. The scope of work includes but is not limited to: produce documents and services required for adoption and implementation of the updated Master Plan document which can form the policy basis for Humboldt County (includes the City of Winnemucca) as well as could lead to updates in regulations; retest, refine, and expand the vision for the community for both the planning future and long term; account for the future impacts of emerging technologies in a flexible way that is future oriented but recognizes the transitional period in the short term. Build upon the success of the County's current Master Plan and take account of its implementation. 4) Analyze existing conditions and project future conditions. 5) Civic Engagement - Develop a Community Outreach Plan including focal points and issues to be discussed. Utilize a variety of engagement platforms and techniques including but not limited to face-to-face meetings, social media, websites, etc. Coordinate additional surveys and public input methods and attend meetings as needed. 6) Determine visionary goals based upon significant citizen and stakeholder input. 7) Determine practical and implementable short, medium and long-range strategies, objectives, and specific projects that support the goals. 8) Identify focused, prioritized growth areas for a range of land uses and including vacant ground development as well as redevelopment opportunities. 9) The Plan should account for assigning responsibility and key stakeholders for the execution and management of Plan recommendations to ensure implantation and goals are met. 10) The Plan and Plan process should help build leadership capacity in the community, be diverse and participatory, transparent, strategic and long term, comprehensive, sustainable, implementable, be the basis of updating regulations, be for Include subject areas of at least: land use, public lands, future land use, economic development, housing, neighborhoods, downtown, historic preservation, sustainability/environment, parks & recreation, transportation (roads, rail, pedestrian/bikeway, etc.), growth management, community facilities and services, and community character. 12) Account for the future impacts of emerging technologies in a flexible way that is future oriented but recognizes the transitional period in the short term. 13) Determine future trends in commercial development and account for re- development opportunities of existing vacant real estate. 14) Develop and lead the County's Master Plan Project Team (MPPT). Review the existing master plan vision statement and develop a new vision statement. The Vision Statement shall act as a guiding chapter or section of the Master Plan Update. The Consultant shall, where appropriate, recommend revision to or expansion of the Vision Statement based on further public input and discussion. The Consultant shall support this work by collaborating with the MPPT and, where appropriate, recommending the creation of working groups to develop achievable goals and objectives related to topics of interest identified by Community Outreach activities Question Deadline 01/23/2026 at 5:30 PM PT
