Person County Roof Replacements Person County is seeking responses to this Request for Qualifications (RFQ) from qualified registered engineers and/or other qualified responders to provide professional services to design and prepare construction documents and perform bidding services for various roof replacements in Person County, NC. Person County owns and maintains over 40 facilities and also provides roof replacements for Person County Schools and Piedmont Community College. The County anticipates several projects to be considered for roof replacement each year and builds that expense into its annual Capital Improvement budget. Potential roof replacements may include all the basic roof construction such as single-ply and multi-ply membranes, modified bitumen, metal and shingle roofs. RFQ Questions Deadline 12/12/2025 Person County is seeking RFQ's from qualified responders to provide professional services that may include but not be limited to: Task 1-SCHEMATIC/DESIGN DEVELOPMENT PHASE 1. Participate in a project start up meeting with all parties involved to discuss the project goals, and schedule. 2. Perform on-site development services. o Visual examination of existing conditions. o Examination of interior conditions. o Physical measurements. o Test cuts by qualified contractors under engineer's direction to develop roof replacement details. Perform insulation fastener pull-out resistance tests or adhesive tests to determine roof deck integrity and insulation fastener type. Conduct roof slope survey to determine tapered insulation layouts for positive drainage. o Samples should be tested for hazardous materials. 3. Perform in-house design development services as follows: o Review on-site development results from above task. o Review of the North Carolina State Building, Plumbing and Energy Codes. Task 2-PREPARE CONSTRUCTION DOCUMENTS o Prepare and submit Construction documents for review. Create drawings required to show complete scope of work including plans and details. o Provide an in-house estimate and final project estimate prepared by a professional estimator with 100%CDs. o Prepare building permit documents. o Provide a complete set of Drawings and Specifications "For Construction" to include any and all addenda generated during bidding phase. o Drawings and Specifications to be sealed by a NC Licensed Engineer. Task 3-BIDDING ASSISTANCE Assist the County with the bidding process to include but not limited to; o Provide advertisement and or invitation to meet the County's Minority Business Participation Program. o Prepare for and Lead Pre-bid Meeting. o Respond to Bidder questions. o Evaluate bids and bidders and make recommendations of award for staff in writing. Task 4-MEETINGS Prepare for and attend design meetings with the County as necessary to discuss the progress of the project. Prepare for and attend design monthly meetings with the County and Project Contractor to discuss the progress of the project. Task 5-CONSTRUCTION PHASE SERVICES o Coordinate and Lead on-site pre-construction meeting as needed. o Review and approve project submittals, shop drawings, schedule of values, change order requests, requests for information, and Contractor payment requisitions. o Conduct weekly construction meetings and generate meeting minutes. o Conduct weekly site visits to review the progress and quality of the work. Instruct Contractor as to any deficiencies and provide report with photos to the owner. o Review and approve close out documentation. o Conduct a warranty walk through and provide report of deficiencies to Contractor and Owner. o Optional Services -Provide full-time project monitoring. The County reserves the right to reject any and all submittals either in whole or in part. The County also reserves the right to (1) amend, modify, or withdraw this solicitation; (2) revise any requirement of this solicitation; (3) require supplemental statements or information from any responsible party; (4) extend the deadline for submission of responses hereto; (5) negotiate or hold discussions with any firm to correct deficient responses which do not conform to the instructions herein; (6) cancel, or reissue in whole or in part, this solicitation, if the County determines in its sole discretion that it is in its best interest to do so; and (7) extended the term of any agreement on terms consistent with the procurement.
