SharePoint online has been chosen as the Information and Records Content Management System. The migration project involves mapped migration of records and metadata from the current system, “Content Manager” (on-Prem V. 25.1 and SQL server 2022), to SharePoint Online. Content Manager has a mix of electronic records and paper files listed in folders (850 GB), with approximately 38 Record Types and an average of 20 Metadata fields per item. The content to be migrated includes boxes, folders, and documents, with a total of around 385,736 items. The milestones for the project are: Analysis (Data and Requirement Analysis), Design (migration/mapping document), Build (Transformation logic), Test (End to end technical and user testing), Execute (Run Migration), and Reconciliation (Migration Audit). Proponents are required to provide a quality response clearly addressing the requested scope, including methodologies, team composition and expertise, past projects, references, and approach to resource allocation. The total proposal length is limited to ten pages, excluding cover page, table of contents, appendices, and resumes. Mandatory submission requirements include submission of a completed Appendix C (Submission Form), pricing information as specified, and a completed Appendix D (Health and Safety Questionnaire). Proponents should organize their proposal as outlined, provide up to three relevant references, and disclose any conflicts of interest or business relationships with the County or its officials. There are no additional technical requirements noted. Health and safety documentation and insurance coverage must be provided by the successful proponent upon request. Pricing should be presented as a Lump Sum, with hourly rates provided for potential plan updates or revisions after deliverables are accepted. The County may request additional hourly services in the future.
