Renovation of a military facility in New York, New York. Completed plans call for the renovation of a military facility.

The project involves upgrading dock levelers at the United States Postal Service-owned Brooklyn Processing & Distribution Center. The contractor will be responsible for all work coordination to ensure operations are not disrupted and must manage the phased nature of the project in collaboration with the Facility Manager or designee. The scope includes providing all labor, materials, and equipment necessary for the dock leveler upgrade, complying with USPS safety and security requirements, and submitting a Sub-Contracting Plan and Project-Specific Safety Plan acceptable to the USPS Contracting Officer prior to issuance of the Notice to Proceed. The contractor must also meet bonding requirements, obtain 100% performance and payment bonds within seven calendar days of the Notice of Intent to Award, and adhere to contractor screening requirements under Clause F-102. Location: Brooklyn Processing & Distribution Center, 1050 Forbell Street, Brooklyn, NY 11256, Kings County. The estimated cost of the work is between $6,000,000 and $7,000,000; with construction completion no later than Seven hundred fifty (750) calendar days after receipt of the Notice to Proceed. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. A. The Contractor must provide all material, labor, tools, plant, supplies, equipment, transportation, superintendence, temporary construction of every nature, and all other services and facilities necessary to complete the construction of a postal facility for the Postal Service, including all incidental work described in the contract documents. B. The scope of work shall consist of but not limited to the following tasks as indicated in the Contract Documents: 1. Locate, identify, protect, and maintain all underground utilities, existing building systems (heating, cooling, duct, fan, heater, wiring, lighting and security system), attached fixture, and structures not scheduled for replacement and demolition. The Contractor is responsible to repairing and replacing damaged items during the construction at the Contractor's own expense if not coordinated in advance. To avoid breaking existing underground utilities and/or building structure at the loading dock concrete demolition and its adjacent area, locate existing utilities, conduit and piping using "Ground Penetrating Radar (GPR)" detection. Refer the Section 024113 and 017300. 2. The Contractor shall coordinate with the USPS Inspection Services for the construction schedule regarding the CCTV conduit, wiring relocation and removal. USPIS will visit and monitor the work before and after completion. The construction phasing sequence and the disconnecting and reconnecting schedule shall coordinate with the USPS Inspection Services and the Brooklyn P & DC Facility manager. The USPS Inspectors confirmed the relocated conduit location after the field verification meeting with A/E and Brooklyn P & DC facility management during the design phase. 3. Architectural Mail Processing Facility a. Provide temporary partitions around all construction and phasing areas. b. Demolish and adjust portions of existing slabs, floor finishes, masonry walls in select building areas indicated on the drawings. c. Store detached loading dock equipment, lighting, doors in safe space which called out to reinstall them. Clean the dust, grimes, stains before re-installing the item. d. Coordinate with the facility management for the detached dock equipment, motorized coiling doors, and motors that are not reinstalled per the Contract Documents, whether salvage and turnover them to USPS Facility Maintenance. e. Salvage and turnover the removed dock door motors to USPS Facility Maintenance. f. Replace existing pit style dock levelers, edge of dock levelers and scissor lift type dock levelers in enclosed platforms. g. Provide pit-mounted new air powered dock levelers and new scissor lift. h. Remove and replace vehicle dock bumpers and seals. i. Scrape rust, apply rust inhibitive paint on existing steel surface surrounding opening. j. Remove existing motorized coiling dock door systems (doors, door tracks, motors, motor switches, signal lights, and wheel chalk) k. Provide manually operated sectional knock-out doors. l. Provide new motorized coiling door system at bay #52. m. Provide new manually operated coiling door system at bay #19, #20. n. Install sidewall sprinkler where the overhead door is equal to or exceeds 4' in horizontal length when open. o. Provide automatic vehicle restraint and dock light system. p. Repair the existing interior concrete masonry units (CMU) between dock doors. q. Provide the steel protection barrier and bollard at walls between doors. r. Provide the smart wheel chock and dock light system. s. Rebuild exterior masonry wall (backup wall & veneer), provide new fireproofed steel header between dock doors. t. Repair existing concrete masonry walls between dock doors. u. Provide the firestopping at all electrical wall and slab penetration. v. Paint all surfaces disturbed by demolition or installations to match existing in color. w. Repair existing damaged dock canopy. x. Replace loading dock ambient lighting system. Vehicle Maintenance Facility a. Replace overhead coiling door at bay #1 with new coiling door. Prior installation, repair all damaged masonry work including door frames. b. Replace damaged sensor with new as indicated. c. Replace three (3) existing swing doors with new. d. Repair existing damaged and rusty steel plate and bollards around doors. 3. Structural a. Remove existing concrete slab at the assigned bay. b. Provide new grade beam and slab to make dock pit. c. Repair the existing concrete pit after demolishing the existing dock equipment. d. Provide overhead door opening steel column and beams. e. Remove and replace existing exterior masonry walls. f. Repair the existing concrete walls exposed outside and masonry walls disturbed due to the existing condition and the demolition. 4. Electrical a. Relocate the existing conduit support to the outside of the door frame before providing new sectional knock-out doors. The designated location shall verify with the door manufacturer. b. Disconnect and remove power to existing dock equipment to be demolished. c. Provide exterior surface mounted soffit LED lighting system. d. Replace GFCI receptacles. e. Relocate conduit and wiring for the CCTV, fire alarm, security, at the affected bays. Coordinate the schedule with the USPIS or related parties. f. Provide electrical power to new dock leveler, vehicle restraint and dock light system. g. Modify existing power distribution system. Provide new panels and transformers. 5. Fire Protection a. Install the sidewall sprinklers in accordance with NFPA 13 and USPS Standards for HL series new sectional knock-out doors where the overhead door is equal to or exceeds 4' in horizontal length when fully open. Submit the shop drawings for review and approval prior to construction. Refer to Section 210000.
