Site work and paving for a mixed-use development in Mineola, New York. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The scope of work involves resurfacing the travel lanes and shoulders on various roadways. The work includes asphalt pavement mill and pave, concrete repairs and improvements to the concrete wearing surface in travel lanes, milling and asphalt resurfacing of shoulders, installation of curbs, sidewalks, ADA compliant curb ramps, driveway aprons, drainage structures, trees, replacement of pavement markings and traffic loops, and other incidental work. The scope of work entails the rehabilitation of the travel lanes and shoulders along the following roadways: a. Parking Field 6 & 7 Access Roads, Garden City - Court House Drive to Supreme Court Drive; b. Court House Drive, Garden City - County Seat Drive to Washington Avenue; c. 15 th Street, Garden City - Suffolk Lane to Franklin Avenue d. West Street, Garden City - 15 th Street to Old Country Road e. 1 st Street, Mineola - Andrew Road to the west curb line of Mineola Boulevard; f. 1 st Street, Mineola - West curb line of Main Street to Willis Avenue; g. Henry Street, Hempstead - Totten Street to approximately 160+- feet south of Peninsula Boulevard; h. Henry Street, Freeport - Merrick Road to Sunrise Highway (NY 27); i. Henry Street, Freeport - Sunrise Highway (NY 27) to Broadway; j. North Grove Street, Freeport - Sunrise Highway (NY 27) to Brooklyn Avenue; k. Lawson Boulevard, Oceanside - Daly Boulevard to approximately 820+- feet north of Daly Boulevard; l. Daly Boulevard, Oceanside - Hampton Road to approximately 800+- feet east of Lawson Boulevard; Merrick Road, Rockville Centre - No. Centre Avenue to Ocean Avenue; n. Long Beach Road, Rockville Centre - Seaman Avenue to DeMott Avenue; o. Milburn Avenue, Baldwin - Sunrise Highway (NY 27) to Grand Avenue; p. Willis Avenue, Roslyn Heights - Northern State Parkway Eastbound entrance ramp to Gateway; q. Long Beach Road, Island Park - Austin Boulevard to approximately 200+- feet north of Emerson Place; r. Dogwood Avenue, Franklin Square - Colonade Road to Nassau Boulevard; and s. Horton Avenue, Lynbrook - Merrick Road to Hendrickson Avenue. The work includes full depth concrete pavement removal and replacement, partial depth concrete repairs, asphalt milling, asphalt overlay, installation of concrete curb, sidewalk, ADA compliant curb ramps, driveway aprons, topsoil, sod, seed, tree removal, replacement of pavement markings and traffic loops and other incidental work. Due to the high volume of traffic, roadwork on the following roadways shall be performed during nighttime hours unless otherwise approved by the County: o Parking Field 6 & 7 Access Roads, Garden City - Court House Drive to Supreme Court Drive; o Court House Drive, Garden City - County Seat Drive to Washington Avenue; o 15th Street, Garden City - West Street to Franklin Avenue o West Street, Garden City - 15th Street to Old Country Road o Henry Street, Hempstead - Totten Street to approximately 160+- feet south of Peninsula Boulevard; o Henry Street, Freeport - Merrick Road to Sunrise Highway (NY 27); o Henry Street, Freeport - Sunrise Highway (NY 27) to Broadway; o Lawson Boulevard, Oceanside - Daly Boulevard to approximately 820+- feet north of Daly Boulevard; o Daly Boulevard, Oceanside - Hampton Road to approximately 800+- feet east of Lawson Boulevard; o Long Beach Road, Rockville Centre - Seaman Avenue to DeMott Avenue; o Milburn Avenue, Baldwin - Sunrise Highway (NY 27) to Grand Avenue; o Willis Avenue, Roslyn Heights - Northern State Parkway Eastbound entrance ramp to Gateway; The cost of the nighttime operations shall be included in Item 619.24. All concrete curb and sidewalk repairs can be done during daytime hours, as approved by the County, subject to change due to roadway traffic volume. Also, part of this project includes concrete curb and sidewalk repair around the County Courts located in Mineola, bounded by County Seat Drive, Old Country Road, Washington Avenue and Court House Road. Right-of-Way (ROW) No work outside the Nassau County ROW will be permitted under any circumstances unless property and/or easement rights are obtained and approved by the Nassau County Department of Public Works (NCDPW). Minor driveway, walkway and/or turf restoration will only be permitted after a signed release from the property owner has been obtained. Bids shall be based upon a Notice to Proceed (NTP) to be issued in the 4th quarter of 2026. This Contract will be subject to Nassau County Local Laws No. 14-2002, "Participation by Minority Group Members and Women in Nassau County Contracts," which requires submission of a Utilization plan prior to the award of a County contract, No. 2-2016, "Participation of Service-Disabled Veterans in County Contracts," and No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. At the time of bid submission, the Contractor shall submit, as part of its bid, documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Electricians, Carpenter, Operating Engineer, and/or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder. In accordance with GML 101, for projects (1) to which a project labor agreement applies, (Labor Law Section 222) and, additionally, (2) on a public work contract for which separate specifications have not been prepared, each Bidder shall submit with its bid a separate sealed list on the forms provided with the proposal forms that names each subcontractor (for the enumerated work, if applicable) that the Bidder intends to use to perform work on the contract. Notwithstanding the forgoing, all subcontractors must be approved by the Commissioner in writing prior to such subcontractor's performance of any work. In accordance with Title 53, Nassau County Local Law No. 14-2002, all Vendors shall submit a MWBE Utilization Plan with their Proposal. All Vendors shall submit a Completed Appendix C: Offeror's Affirmation of Understanding of and Agreement Pursuant to State Finance law 139-j(3) and 139-j(6)(b). Failure to Provide the Required Security Will Render the Bidder Non- Responsive and the Bid Will Not Be Accepted, Opened or Read Aloud.
