The Washington Suburban Sanitary Commission (WSSC) seeks a qualified contractor for the demolition and construction at the recently acquired property located on Batson Road, bordering the T. Howard Duckett Reservoir. The primary objective of this project is to safely demolish existing structures, clear the site, and follow up with construction activities that will prepare the area for future WSSC plantings. This project must adhere to environmental standards and best practices to ensure sustainable development. MBE/SLBE Goal: 0% Question Deadline 01/20/2026 at 2:00 PM ET All questions pertaining to the Solicitation or Contract Documents shall only be submitted by a Bidder/Offeror to the Procurement Officer identified in the Solicitation via the Online Discussion feature in the Supplier Portal. A. Demolition Experience 1. The Contractor must have a minimum of five (5) years of experience in residential/commercial/industrial demolition trade as described in the scope. 2. The Contractor must have a minimum of five (5) years of experience in demolitions of two-story or larger structures within the last three (3) years. B. Licensing and Certifications 1. Contractor must possess and maintain all licenses and permits required by the State of Maryland and local jurisdictions for demolition, asbestos abatement, well abandonment, and septic system abandonment. C. Environmental and Safety Compliance 1. Prime Contractor must have an Experience Modification Rate (EMR) that is less than 1.0 or a current Total Recordable Incident Rate (TRIR), or other incident rate less than 100% of the industry average based on NAICS code(s). Failure to meet these identified rates will require the contractor to designate a Safety Representative whose primary focus is on accident prevention. 2. Contractor must have documented procedures for asbestos removal, hazardous waste disposal, erosion and sediment control, and TCLP lead testing. D. Key Personnel 1. Contractor shall designate key personnel for this project, including Project Manager and/or Site Supervisor, each with a minimum of three (3) years of continuous experience in demolition projects of similar scope and size. 2.2. SAFETY REQUIREMENTS A. All Contractors must complete and submit the Contractor Safety and Health Program Questionnaire (located in the Vendor Questionnaire Section). Failure to provide this information may result in disqualification. B. Contractors whose current Experience Modification Rate (EMR) exceeds 1.0, or whose most recent Total Recordable Incident Rate (TRIR) (or other incident rates) exceed 100% of the industry average for their applicable NAICS code(s), must designate a qualified and experienced safety representative. This representative's duties shall include accident prevention and supervision of all site-specific safety programs on WSSC Water projects. The designated safety representative must be present, actively engaged, and qualified to manage and implement safety requirements in compliance with regulatory and project-specific standards.
