Remodeling and renovation of a clubhouse / community center in Citrus Heights, California. Completed plans call for the remodel of a clubhouse / community center; and for the renovation of a clubhouse / community center.

*As of March 9, 2026, this contract has been awarded.** The purpose of this Request for Proposals (RFP) is to solicit proposals from experienced contractors that can perform all services associated with building interior repair, remodeling, and repainting. This procurement is not a traditional unit-price construction bid. Selection will be based on qualifications, approach, experience, cost proposal, and ability to perform the required remodel and repair services. The selected contractor shall provide all labor, materials, equipment, project management, testing, surface preparation, repairs, installation and cleanup necessary to deliver the requested interior repairs and remodel for the Sylvan Community Center located at 7521 Community Dr., Citrus Heights, CA 95610. Repairs/Replacement to include: - Underside of sink cabinet finishing/installation/replacement - Installation of tile under restroom sinks where wall remains unfinished - Repair of holes/cracks in drywall with re-texture of repaired areas (including ceiling) - Repair of holes in restroom wall tile with similar color calking - Repair of damaged wall corners - Replacement of all laminate flooring with floating rigid core vinyl plank flooring - Removal of kitchen floor tile and replacement with floating rigid core vinyl plank flooring - Installation of laminate flooring underlayment o Underlayment required to provide noise control, moisture barrier, and insulation o Flooring to be replaced is approximately 912 square feet - Replacement of all baseboards (7 1/4 inch width), with similar design - Replacement of all damaged interior door casings (3 1/4 inch width), with matching design - Replacement of all flooring thresholds; new thresholds to match replacement flooring - Removal of shelving in kitchen pantry - Repair of litchen pantry drywall repair - Installation of janitorial storage cabinet in women's restroom - Repair of damaged window lock in main hall - Replacement of interior door stops - Removal of kitchen serving window doors and installation of rolling barn shutter door Surfaces to be repainted include: - All interior walls including painted surfaces in restrooms - All interior ceilings - All baseboards - All interior door casings - All interior window trim/sills - All previously painted metal window frames - Interior side of all steel doors (kick plates to be removed and re-installed) - Both sides of all wood doors VII. Project Management and Coordination o Maintain regular communication with Project Manager o Coordinate with any subcontractors o Clean up to be completed daily and upon job completion. All clean-up performed shall make sure the property is accessible before work is completed. All ladders down and stacked, tools and equipment stored properly each evening in an acceptable safe location determined by the City of Citrus Heights and the Site Manager VIII. Cost Proposal and Pricing Structure All proposals shall include the following: o labor o materials o clearing and removal (haul away) of all construction debris Proposals shall assume: o All employees will be paid at applicable Prevailing Wage for the Sacramento region and wages in effect at time of work o All work shall be completed during normal working hours, consistent with the City's normal operations. Qualified contractors submitting proposals (and for the duration of the contract) shall possess a valid State of California C-33 (Painting and Decorating). All licenses must be in good standing without any official unresolved record of complaints registered or filed with the Board or California Department of Consumer Affairs. Additionally, any questions related to this RFP shall be submitted in writing to generalservices@citrusheights.net and to the Project Manager at bpanell@citrusheights.net by no later than 3:00 pm on January 15, 2026. If needed, an addendum with responses to all questions received by the due date will be posted on the electronic on Friday, January 16, 2026. The City of Citrus Heights reserves the right to reject any or all proposals or portions thereof, to accept a proposal or portion thereof and to waive any minor informality or irregularity.
