Lead water service line replacements for the 15th Street Community Grant. All contractors must submit sealed proposals electronically, register for an account with the designated bid submission website, and all documents must be submitted electronically by the bid opening. Bidding will take place solely online. Bidders must provide a performance bond equal to 100% of the bid amount with approved sureties, and a bid bond not less than 5% of the bid. Contractors must pay at least prevailing wage rates, comply with applicable federal, state, and local regulations, and be licensed plumbing contractors in Illinois with proper documentation. Prequalification is required, and experience and qualifications will be considered in determining the lowest responsible bidder. The contractor must be registered through Sam.gov. The procurement is subject to specific federal and state regulations and policies regarding disadvantaged business enterprises and compliance with the Davis-Bacon Act, Buy America Act, and other relevant statutes.
