The construction will be performed in accordance with plans and specifications and any addenda issued prior to the opening of bids. Each bid must be accompanied by a Certified or Cashier's Check from a responsible bank in the State of Texas, or a Bid Bond issued by a surety legally authorized to do business in the State of Texas, equal to five percent (5%) of the total bid amount. The Owner reserves the right to reject any or all bids or to accept any bid deemed advantageous and to waive informalities in bidding.
