The scope of this project includes the complete turnkey design, provision, installation, integration, and commissioning of a new deluge foam-water fixed-nozzle system for the Patient Care Pavilion heliport located at 1575 S. Main Street. The awarded vendor shall deliver a fully engineered, code-compliant system that meets all applicable standards, including but not limited to NFPA 418, NFPA 16, NFPA 11, NFPA 72, and all requirements established by the Authority Having Jurisdiction (AHJ). All products provided shall be UL listed and/or FM approved, and all system design shall be performed by a licensed Professional Engineer or NICET Level III designer in automatic sprinkler layout. The District maintains a policy of encouraging and engaging in business transactions with vendors who are small or historically underutilized businesses. The District establishes a 25% good faith target goal. Deadline for Questions Submitted by Respondents 12/19/2025, 2:00 p.m. CST The District is seeking proposals for the provision of a Heliport Deluge Foam-Water Fixed Nozzle System. The contract to be awarded will be based on vendor proposals that address the Project as specified. Vendors must deliver their proposals by the specified deadline and must comply fully with all instructions in the solicitation. The District will evaluate proposals based on various factors including project pricing, management experience and expertise, industry reputation, performance history, support services, location, accessibility, and other relevant information. Proposals not meeting minimum requirements will be disqualified. Vendors are required to register in the District's online vendor portal, B2Gnow, before proposal consideration. The District encourages participation by small or historically underutilized businesses (HUBs) and establishes a 25% good faith target goal. Vendors are encouraged to utilize HUB subcontractors. Compliance with various Texas Government Code sections is required, including submission of Form 1295 for interested parties, and applicable verifications regarding business operations, anti-discrimination, and other statutory requirements. Noncompliance may result in exclusion from contract opportunities with the District. The scope includes supplying the District with the specified Heliport Deluge Foam-Water Fixed Nozzle System, with further details specified in the referenced solicitation sections.
