The announcement requests updated and new Architect-Engineer (AE) qualification information for the USDA Forest Service Eastern Region AE Short Selection List for fiscal year 2026. The Short Selection List is used to award AE contracts valued at less than the simplified acquisition threshold (currently $350,000) in all states within the Forest Service East Zone Region 9, which includes Illinois, Indiana, Maine, Michigan, Minnesota, Missouri, New Hampshire, New York, Ohio, Pennsylvania, Vermont, West Virginia, and Wisconsin. The list may also be used by any USDA office within these boundaries. It will include unexpired submissions from previous announcements and all qualified AE firms responding to this notice. Work awarded through this list may include bridge and large culvert design, road and trail bridge inspections, culvert inspections, low-volume road design, design of small warehouses and offices, historic preservation, energy efficiency and safety rehabs, energy audits and studies, repairs to small dams and impoundments, photovoltaic and renewable energy system design, LEED consulting, HVAC and electrical system design, water and wastewater system design, sanitary and safety inspections, construction inspection, drafting, surveying, geotechnical investigation, and environmental investigations, reviews, inventories, audits, and waste disposal coordination. This list is not all-inclusive. The Short Selection Process follows FAR 36.202-4 procedures for AE projects under the simplified acquisition threshold. Agencies use current data files of eligible AE firms to evaluate qualifications and geographic proximity based on SF330 and supplemental information. After preliminary screening, discussions are held with the most qualified firms, and additional details may be requested. The top three firms are ranked, and price proposals are negotiated starting with the highest-ranked firm. All acquisitions using the list are set aside for small businesses unless waived. To be considered, firms must email a single PDF submission (maximum 20MB and 30 pages) to paul.boucher@usda.gov. The package must include: a cover letter outlining specialties and capabilities; Attachment A (AE Submittal Cover Sheet); a SAM Entity Overview printout; SF330 Part 2; a list of licensed professionals and their states for each function code; and optional additional capability information. Submissions not meeting requirements will be returned for revision. Firms already on the list should update their data annually; data older than three years will be removed. Location: Forest Service East Zone Region 9, covering Illinois, Indiana, Maine, Michigan, Minnesota, Missouri, New Hampshire, New York, Ohio, Pennsylvania, Vermont, West Virginia, and Wisconsin. The Method of Contractor Selection has not been determined at this Time.
