Maintenance dredging of portions of the New York and New Jersey Channels, Arthur Kill 35' Reach, Federal Navigation Project, consisting of the removal of approximately 150,000 cubic yards of selected critical shoals. Dredging will be performed to a depth of -35 feet Mean Lower Low Water plus one foot allowable overdepth. The dredged material is expected to consist primarily of silt with some sand and clay and shall be processed, transported, and placed at contractor-furnished, state-permitted upland placement site(s). Due to State Water Quality Certificate restrictions, the work requires the use of a mechanical dredge equipped with an environmental clamshell bucket, along with multiple barges and tugboats to support dredging, dewatering, unloading, and transportation operations. The contractor is responsible for obtaining and providing all permits and approvals required for transportation, transfer, dewatering, processing, and final placement of dredged material, and for ensuring the material meets all applicable federal, state, and local criteria at the placement site. Following award, the contractor must commence work within five calendar days of notice to proceed and maintain a minimum integrated production rate of 2,500 cubic yards per calendar day while minimizing impacts to ship traffic. Liquidated damages will be assessed for delays until all work is accepted as complete. The magnitude is estimated to cost between $10,000,000 and $25,000,000.
