The Imperial County Office of Education (ICOE) is requesting proposals from qualified development teams to serve as the master planning consultant (and optionally, as the prospective master developer) for mixed-use sites and to assist the ICOE with the preparation of a comprehensive Mixed- Use Development Master Plan to guide facilities planning and improvements at two sites: ICOE West -- 80 Acres, APN 054-510-001, Limited Use, City of El Centro jurisdiction, ICOE-owned ICOE North -- 26.68 Acres, APN 054-380-010, A-2 Use, County of Imperial jurisdiction,ICOE-owned The Scope of Services includes a variety of mixed-use development and master planning services to create an integrated, multi-use campus that serves educational, workforce housing, recreational, and economic development goals. Specific services include: o High-level current facilities assessment o Space planning and programmatic analysis o Facilities management and operational planning o Meeting facilitation and stakeholder engagement coordination o Survey design and analysis o Conceptual design and design development o Preliminary cost estimating and financial feasibility analysis o Cost-benefit analysis for options including changes of use, new construction, new site acquisition, and remodeling o Regulatory and entitlement strategy analysis o Implementation and phasing planning Questions must be submitted in writing to Antonio Romayor Jr., aromayor@icoe.org, on or before January 26, 2026, at 12:00 P.M. Answers will be posted on the ICOE website by 5:00 P.M. on January 27, 2026. The ICOE reserves the right to reject any or all Proposals, to waive any irregularities or informalities not affected by law, to evaluate each Proposal submitted, and to award contracts, if any, according to the Proposal which best serves the interest of the ICOE at a reasonable cost to the ICOE. Each Proposal package, and any other supporting materials submitted to the ICOE in response to this RFP will not be returned and will become the property of the ICOE unless portions of the materials are designated as proprietary at the time of submittal and are specifically requested to be returned. The ICOE hereby affirmatively ensures that Disadvantaged Business Enterprises (DBE), Small Local Business Enterprises (SLBE), Small Emerging Local Business Enterprises (SELBE), Disabled Veterans Business Enterprises (DVBE), and minority business enterprises shall be afforded full opportunity to submit Proposals in response to this RFP and will not be discriminated against on the basis of race, color, gender, sexual orientation, political affiliation, age, ancestry, religion, marital status, national origin, medical condition, or disability in any consideration leading to the award of the contract.
