Lewis County is soliciting Statements of Qualifications from consulting firms with expertise in providing professional structural engineering consulting services for the year 2026. The consultant will provide structural services as County projects are scheduled or as circumstances emerge that require professional structural engineering services. This includes but is not limited to projects funded through Rural Arterial Program, FEMA, HUD, and Lewis County Transportation Improvement Program. All work must comply with WSDOT, AASHTO, Lewis County requirements, and applicable federal contract provisions. Services will be performed on an individual task order basis, with each authorized in writing by Lewis County and negotiated as Actual Costs Plus a Fixed Fee. Tasks include structural evaluations, structural design, bridge load ratings, and inspections related to damage or NBIS requirements. General scope includes routine bridge inspections and data input, load rating services, structural investigations, emergency repair recommendations, and structural design for repairs. The agreement is for one year with an option to extend, with an anticipated maximum contract value of $300,000, subject to increase if needed. Consultants must submit a Statement of Qualifications limited to ten pages electronically via OpenGov. Submittals will be evaluated on key personnel qualifications, relevant experience, availability and response time, costs, and overall evaluation. The selected consultant must include a Washington State licensed structural engineer.
