The purpose of this contract to provide all labor, materials, equipment, traffic and erosion control necessary to clean lift stations, clean and internally televise and inspect sanitary sewer mains and to restore all properties disturbed by such efforts. This contract includes accessing the existing sanitary trunk sewer through appropriate easements, bypass pumping, internal televising, inspection of sewer mains and manholes, and restoration in accordance with the City of Sugar Land (COSL) specifications. Contractors bidding on this project should be thoroughly familiar with the specifications and practices of this department. The City plans to clean approximately 258,000 linear feet of gravity sewer (10% of the collection system) each year under the SSOI Plan using the Asset Management System being implemented. The inspection frequency is determined from the asset risk of failure and consequence of failure evaluation performed by the asset management system. In addition, the City plans to CCTV approximately 129,000 linear feet of gravity sewer (5% of the collection system) each year under the SSOI Plan according to the asset management system recommendations, occurrence of SSOs and other maintenance issues that arise. Background The City of Sugar Land is home to 111,026 (Source: US Census Bureau, 2020) residents who celebrate our rich history while helping push us forward to be a City of the future. According to our last Citizen Satisfaction Survey, 95% of residents love calling Sugar Land home and 10% say that nothing would make their lives better than it already is. Sugar Land's fast-growing population is one of the most highly educated and globally diverse in the region, attracting top talent from the University of Houston's Sugar Land campus and the greater Houston area. In fact, nearly 60% of residents aged 25 and over have at least a bachelor's degree and more than 500,000 college graduates lived within 30 minutes of Sugar Land. Sugar Land also boasts one of the most affluent and diverse populations in the State of Texas, with a median household income of $123,261 in 2020 and with an Asian population - including, among others, Chinese, Indian and Pakistani residents- representing over 38% of its residents. Located just 20 minutes from downtown Houston, many of Sugar Land's attractions are within a short distance from each other, including a world-class baseball park, several museums, and the Smart Financial Centre at Sugar Land, one of the nation's top ranked entertainment venues. In addition to our world-class destination venues, our residents can enjoy 27 city parks and over 20 miles of hike and bike trails. Sugar Land is consistently voted one of the 'best suburbs of Houston", and we think it's easy to see why. Questions regarding this bid must be received by the City of Sugar Land's Purchasing Office no later than 3:00 pm, local time, Thursday, January 15, 2026. Questions will not be accepted after this time. Scope of Work GENERAL A. The purpose of cleaning lift stations and television inspection of the sewer line is to remove all debris, solids, sand, grease, grit, etc. from the sewer and manholes thus improving pipe flow and performing television inspection for sewer evaluation. All work completed for this contract will be done during normal business hours, 8 - 5 Monday through Friday excluding holidays unless agreed to by both parties. Emergency line cleaning and televising will be completed within 4-hour notice in increments of not less than 500 feet. Emergency sewer overflow cleanup will be completed within 4-hour notice in increments of 4-hour increments. B. Television inspecting the line to obtain quality video and Television Inspection Reports upon which the COSL can make decisions on condition and regarding needed sewer rehabilitation. C. The COSL will provide a map of all lift stations, collection system lines and sizes to be cleaned and/or televised each year. These will include collection lines in front and rear easements, neighborhood streets and state highways. The contractor will be responsible for contacting homeowners to gain access and all required traffic control to complete this work. EXECUTION A. The designated sanitary sewers and manholes shall be cleaned using mechanical, hydraulically propelled and/or high velocity sewer cleaning equipment. The cleaning process shall remove all grease, sand, silt, solids, rags, debris, etc., from each sewer segment, including manholes. The designated lift stations shall be cleaned (skimming and bottom clean per City's request) using vacuum assisted tanker trucks with a minimum debris carrying capacity of 15 cubic yards. All cleaning equipment and devices shall be operated by experienced personnel. Satisfactory precautions shall be taken to protect the lift stations, sanitary sewer mains and manholes from damage that might by inflicted by the improper use of the cleaning process or equipment. Any damage done to a sewer or lift station by the Contractor due to their negligence or error shall be repaired by the Contractor at no additional cost and to the satisfaction of the COSL. Cleaning shall also include the initial manhole wall, washing by high pressure water jet. B. The Contractor, when instructed by the COSL, will be required to demonstrate the performance capabilities of the cleaning equipment proposed for use on the project. If the results obtained by the proposed sanitary sewer cleaning equipment are not satisfactory, the Contractor shall use different equipment and/or attachments, as required, to meet specifications. More than one type of equipment/attachments may be required at a location. When hydraulic or high velocity cleaning equipment is used a suitable sand trap, weir, dam or suction shall be constructed in the downstream manhole in such a manner that all the solids and debris are trapped for removal. WATER USAGE A. The Contractor shall be responsible for obtaining an approved COSL transient water meter(s) from the City which shall be installed on the trucks or at fire hydrants. There will be no charge for the cost of the water to provide Cleaning/Televising Services, but the contractor will be required to report the usage on a monthly basis. Care shall be exercised to prevent contamination of the potable water system. The Contractor shall remove the water meters/piping, etc., from all fire hydrants at the end of each working day. At no time shall water be wasted on streets or hydrants left opened. HIGH VELOCITY CLEANING A. Cleaning equipment that uses a high velocity water jet for moving debris shall be capable of producing a minimum volume of 50 gpm with a pressure of 1500 psi at the pump. Any variations to this pumping rate must be approved, in advance, by the COSL. A working pressure gauge shall be used on the discharge of all high pressure water pumps. The Contractor shall use in addition to conventional nozzles, a nozzle which directs the cleaning force to the bottom of the pipe for sewers 18-inch and larger. The Contractor shall operate the equipment so that the pressurized nozzle continues to move at all times. The pressure nozzle shall be turned off or reduced anytime the hose is held or delayed in order to prevent damage to the line. REMOVAL AND DISPOSAL OF DEBRIS A. All sludge, dirt, sand, rocks, grease and other solid or semi-solid material resulting from the cleaning operation shall be removed at the downstream manhole of the section being cleaned. Passing of debris from upstream manhole section to downstream manhole section will not be allowed. All debris from the manholes shall be loaded into an enclosed container that is approved by the state of Texas for liquid waste hauling. B. All solids or semi solids resulting from the lift station or line cleaning operations shall be removed from the site and properly disposed of at the end of each work day. The Contractor must submit a list of legal disposal sites for dumping. The Contractor shall not be allowed to accumulate debris, and/or liquid waste, sludge, etc., on the site except in totally enclosed containers approved by the COSL. All waste shall be disposed at a legally permitted disposal site by a transporter which has a valid state of Texas Liquid Waste Transporter Permit. The Owner's and Regulator's copies of the completed manifest shall be sent to the COSL within 24 hours after the disposal of the waste materials. C. UNDER NO CIRCUMSTANCES SHALL SEWAGE OR SOLIDS REMOVED IN THE CLEANING PROCESS BE DUMPED ONTO STREETS OR INTO DITCHES, CATCH BASINS, STORM DRAINS, SANITARY SEWER MANHOLES, CLEANOUTS OR DUMPS. NO CLEANING SHALL BE DONE PRIOR TO CHECKING BOTH UPSTREAM AND DOWNSTREAM MANHOLES FOR FLOW MONITORS OR OTHER MECHANICAL DEVICES. TELEVISION INSPECTION Prior to television (TV) inspection of any sanitary sewer, the Contractor shall clean that sewer as described above. TV inspection of sanitary sewer shall be required as follows: A. The Contractor shall televise existing sanitary sewers to evaluate lines and provide the video data to the COSL. It shall be performed on the sanitary sewer lines requiring rehabilitation as shown in Exhibit A on the plans/specifications or as directed by the COSL. All line segments shown on Exhibit A shall be in increments of not less than 500 feet. B. Contractor may only use operators that possess a Nassco certification for manholes, lateral lines and pipeline assessments. (MACP, LACP, PACP). The use of non-certified personnel will be allowed for cleaning purposes only. Pipelines are to be inspected by way of Nassco standards. All pipeline inspections completed incorrectly must be reinspected at the expense of the contractor. C. Contractor shall use the attached Television Inspection Report form to document results of TV inspections. It is the Contractor's responsibility to use the proper closed-circuit television inspection equipment to produce a color video. Contractor must proceed with the cleaning of pipelines before recording inspections. All televising data must be collected via the GRANITE NET SOFTWARE database where the data can be transferred directly to the City's or via external hard drives given the proper city personnel. The data delivered must sync directly with the City's software for seamless upload. D. The Contractor shall submit video data and evaluation reports to the City for review. If necessary, the contractor must acquire new Nassco certified softwares and modules to accommodate the City's need. The video tapes shall be DVD format using Granite XP software.
