Bidders are not to contact other County personnel with any questions or clarifications concerning this Invitation for Bid (IFB). All questions regarding this solicitation must be submitted via the Question & Answer section of this solicitation within the County's eProcurement Portal. All questions or requests for interpretation must be received by January 19, 2026 before 2:00pm I. SERVICE REQUIREMENTS Contractor shall provide inspection, repair, annual testing, and maintenance services on Fuel Dispensing Systems located at County of Orange, OC Waste & Recycling Landfills, including but not limited to the following types: 1,000-gallon gasoline tank with pumping tank 10,000-gallon diesel tank with gas engine filters 12,000-gallon diesel tank with gas engine filters Contractor shall provide on-site maintenance and repairs as requested by designated OC Waste & Recycling personnel. Services shall include inspection, troubleshooting, maintenance, and repair services with necessary parts. Normal cleaning and preventative maintenance are to be included at the time of repair at no additional cost. All replacement parts are to be new and shall have a warranty of one year. Refurbished parts may be used upon receiving prior approval of OC Waste & Recycling authorized personnel. Maintenance: Cleaning, inspecting, replacing all worn parts, lubricating, testing, and adjusting to be provided as required to maintain the equipment in satisfactory operating conditions as defined herein. Annual Inspection and Testing Services: Services shall include: o Complete required annual inspection and services specified for standing loss in the CARB installation, operation and maintenance manual for EO VR-301-X & VR-302-X and for Phase I EVR EO VR-401-X or VR-402-X (whichever is applicable). o Fill out annual inspection log in customer's owner manual. o Standing loss required vent services o Phase I EVR required component inspections: 1) Customer to have owner's manual on hand and available. 2) Deficiencies will be identified and tagged out as specified in the CARB EO 3) all repairs, and replacement parts are extra and will be quoted separately. No additional funds to be added to the contract; and o Annual AQMD Testing and re-test if necessary Emergency repair services may be requested by authorized site personnel when services are required within a 6-hour time frame. II. MISCELLANEOUS ITEMS AND SERVICES: Miscellaneous items and services pertaining to this Contract may be purchased off this Contract. In addition to the parts and service requirements and all other terms and conditions provided herein, Contractor shall satisfy the following procedures for miscellaneous items and services. Failure to follow these procedures fully may delay payment of miscellaneous items and services. a. An authorized OC Waste & Recycling site personnel will contact the Contractor to obtain an itemized written quote for any items or services needed that are not itemized on the Contract. b. If the authorized OC Waste & Recycling site personnel finds the quote satisfactory, the authorized site personnel will sign the quote and return it back to the Contractor authorizing the purchase. The Contractor shall under no circumstances deliver any miscellaneous items or perform miscellaneous services without a written quote signed by authorized OC Waste &Recycling site personnel in their possession. c. Upon submission of invoice containing miscellaneous items and services, the Contractor shall attach a copy of the matching quote with the authorized OC Waste & Recycling site personnel signature.
