Fax, email, and printed responses will not be accepted or considered. Responses received after end date and time will not be considered, even if errors or delays were caused by issues outside of responders' control. All costs incurred in responding to this solicitation will be borne by the responder. Doc Notes: Plans and Specifications may be viewed, without charge, on the Office of State Online. Plans and specifications can be downloaded per project for a non-refundable charge of $6.00. The 'Download Delivery Fee Selection' is charged to each plan holder once the download of bid documents is initiated. The 'On-line Bidding Fee Selection' 'Bidder Pays (min. $25.00)' is an additional charge to bidders who submit an online bid at the time of bid close. Plan Holders will be notified via email as addenda are issued. Parties that download the plans and specifications and need to have them printed elsewhere are solely responsible for those printing costs. Paper copies of plans and specifications will not be distributed by the Owner or its agent(s). Pre Bid Note: Attendees shall check in at the current site registration office, if applicable, and obtain appropriate identification for approved premise presence/observations. No independent, unescorted observations of the premises are allowed. This scheduled meeting time will be the only observation access to the premises provided during the bidding period. This project has an 8% (eight percent) Targeted Group (TG), Economically Disadvantaged (ED), and Veteran-Owned (VO) Small Business (TG/ED/VO) subcontracting goals established. 1.03 SUMMARY OF WORK (see also Section 01 1000 for additional information) A. The work will be done under one prime contract that includes: General, Civil, Mechanical, and Electrical construction. B. Contractor shall be Co-Permitee on the NPDES Permit required for this Project. C. The following summary is a general guide to the scope of work. It should not be construed as a detailed list of work included in the contract. 1. Site grading and new retention pond 2. Construction of Unheated Storage Buildings (#91046, #91048, #91049) 3. Installation of new site utilities 4. Bituminous paving 5. Seeding D. Substantial Completion of the work shall be achieved on or before November 29th, 2026. Work on site may not commence before April 15th, 2026 and until all specified materials and equipment procurements are confirmed as complying with the Project Substantial Completion dates, unless authorized differently in writing by the MnDOT Project Manager. E. LISTING OF ALLOWANCES (See Section 01 2100 "Allowances" for descriptive information.) 1. Allowance No. 1: Removal of Unsuitable Fill Material 2. Allowance No. 2: Suitable Common Borrow and Granular Borrow Fill F. LISTING OF UNIT PRICES (See Section 01 2200 "Unit Prices for descriptive information.) 1. Unit Price No. 1: Common Excavation 2. Unit Price No. 2: Suitable Common Borrow and Granular Borrow Fill Responders must provide a unit price for each item described in the table above on the bid worksheet within the VirtuBid area of the Online plan room for this project. See subsection 1.14(C) Considerations of Responses of Section 00 2123 Instructions to Responders for additional detail on how unit prices will be utilized under a Contract. If a responder discovers an error or needs additional clarification regarding the unit prices described in the table above, submit a question by the end of the question and answer period stated in Section 00 1114 Solicitation Advertisement Information. See subsection 1.03(B) Examination of Site and Documents of Section 00 2123 Instructions to Responders for additional detail. All questions must be submitted no later than three (3) business days prior to receipt of bids. The State is not obligated to answer questions submitted after the question due date and time. Only authorized personnel listed in this section above are authorized to discuss this solicitation with responders. Contact regarding this solicitation with any personnel not listed above could result in disqualification.
