SCOPE OF WORK: SITEWORK: Removal and relocation of plant material per the sitework plan. LANDSCAPE: Includes installation of trees, shrubs, groundcovers, soil, and mulch (note exclusions below) IRRIGATION: Design build irrigation system connected to municipal water. Refer to irrigation diagram for extents of irrigation provided by the landscape contractor. WEIR COVER: Provide wood posts and weir cover per plan. (a) 78 S. Sewall's Point Road (Homewood Subdivision Area) (B) Phase 1 Sta Improvements (Marguerita Subdivision) The Town is proposing to The Town of Sewall's Point is proposing to install landscaping and irrigation at two locations in South Sewall's Point. The first location is the single-family property at 78 South Sewall's Point Road. This site has been under construction as a Town Stormwater Treatment Area (STA) and the Contractor, J.W. Cheatham, Inc., has utilized the property for material and equipment storage. The proposed landscape bid area will be rough graded, after which the Landscape Contractor will perform final grading and vegetate the site in accordance with the Michael Flaugh Landscape Architect (LA) plans for 78 South Sewall's Point Road, Sheets L1-L9. In addition, the Town has prepared a Bid Schedule for inclusion in the bid. This bid includes landscaping, soil, mulch, design-build irrigation system, weir cover and plant removal and relocation. In addition, the Town is requesting that the Landscape Contractor also submit a bid for the existing Phase 1 STA located on the east side of South Sewall's Point Road between Sewall's Meadow and the Margarita Subdivisions. The Michael Flaugh LA design for this area is depicted on Sheets L1 and L2 for the STA 1 Landscape Bid Plan, with a bid schedule identifying landscape items, soil, mulch and plant removal. The Landscape Contractor shall bid both projects, and the award will be made based on the total of the lowest responsive and responsible bids from both bid schedules, in the best interest of the Town. The resulting contract shall be awarded to the lowest, responsive and responsible bidders whose total base bid for landscaping, irrigation and weir cover include the requirements and criteria set forth in this ITB and whose award will be in the best interest of and most advantageous to the Town of Sewall's Point, taking into consideration; Base Bid amount, the financial responsibility of the bidder, quality of materials, personnel and equipment resources, proven skill and experience, abilities to timely perform the contract, previous satisfactory performance and such other abilities of the bidder that the Town, in its sole discretion, determines will enable it to perform effectively and efficiently the contract being bid upon. The Town may add/delete work from this contract or use multiple contractors to complete this work. The Proposed projects must be substantially completed prior to February 15, 2026 in compliance with the Michael Flaugh Landscape Architect plans described in the Bid Documents. No bidder may withdraw his or her bid for a period of ten (10) days after submission by the date set for the opening thereof. The Town, in its sole discretion, reserves the right to waive all minor technicalities or irregularities, to reject any or all bids or any part of a bid, to award to a single bidder or to divide the award between bidders, and to re-solicit this bid or any part of this bid. The Town further reserves the right, in its sole discretion, to award a contract to the bidder (or bidders) who(se) bid best serves the interests of the Town.
