The City is seeking sealed proposals from qualified contractors to provide downtown parking enforcement services. The Contractor will provide full-time and/or part-time Parking Ambassadors (PA) plus supervisor(s) to patrol all City-owned parking facilities, alleys, and on-street parking areas within the designated Downtown Enforcement Area. The Contractor will be responsible for operating a turnkey parking ambassador enforcement program focused on customer service, outreach, and education. Responsibilities include paying all operating costs, administering the downtown on-street parking permit program, providing frontline customer service for parking citations, leasing enforcement vehicles from the City, using required equipment, monitoring all city-owned parking facilities to ensure compliance with regulations, proposing and staffing patrol routes and schedules, and maintaining all related equipment and technology. The Contractor must ensure a culturally sensitive and professional work environment, provide ongoing training and responsible supervision to staff, and submit regular performance and operations reports. Supervisors will be the first line of contact for complaints related to PA-issued citations, with escalation protocols in place. All proposals must comply with specified public procurement and non-discrimination requirements.
