Commercial Painting/Repair OOM Building #1 Small Business Reserve Designation : Yes Question Deadline 01/16/2026 All questions, including concerns, shall identify in the subject line the Solicitation Number and Title for this IFB and must be submitted in writing via e-mail or eMMA to the Procurement Officer Michael Gilpin 7491 Connelley Drive Hanover MD. 21076 Email: Phone Number: mgilpin@mdot.maryland.gov 410-582-5509 The Maryland State Highway Administration, Office of Maintenance, located at 7491 Connelley Drive, Hanover, Maryland 21076, is seeking bids for a painting contract. A qualified and licensed painting contractor will be required to perform drywall repair, finishing, and painting of the damaged ceiling in the atrium area of OOM Building 1. This project will necessitate the use of a lift or involve the installation of scaffolding to access the damaged ceilings. 2.1.1 A Contract award does not ensure a Contractor will receive all or any State business under the Contract. 2.2 Background and Purpose A qualified and licensed painting contractor will be required to perform drywall repair, finishing, and painting of the damaged ceiling in the atrium area of OOM Building 1. This project will necessitate the use of a lift or involve the installation of scaffolding to access the damaged ceilings. 2.3 Contractor Responsibilities and Tasks There are two locations in Building 1 that require repairs to the drywall ceilings. Area A. The ceiling at the entrance of the OOM building on the south end is approximately 20 feet high from the floor. Area B. The ceiling on the north end of the OOM building reaches a height of approximately 40 feet from the floor. The contractor may use the GENIE AWP-40S DC--or a comparable aerial lift work platform, which has a height range of 35-40 feet--or may opt to install scaffolding, which will require proper preparation and assembly of the scaffolding. Before, during, and after this repair, the contractor must adhere to all equipment instructions, as well as OSHA and MOSH requirements and guidelines for lifts and scaffolding. Step 1: Preparation o Remove or cover all furniture, flooring, and other items in the room with plastic/paper sheeting or drop cloths. o The work area should be clearly marked off-limits to alert all unauthorized personnel. Step 2: Demolition and removal o Evaluate the damage: Assess the scope of the repair, including any water damage, sagging, or large holes. o Remove damaged drywall and properly dispose of Address any underlying issues: Repair any structural issues, such as water damage or faulty framing, before proceeding. Step 3: Drywall repair o Cut new drywall: Measure and cut a new piece of drywall to fit the opening precisely. o Apply joint tape, joint compound and continue to feather all the edges to blend with the surrounding ceiling. Step 4: Painting Paint the entire OOM ceiling to ensure a perfect color match. If after-hours work is necessary to complete this task, coordinate with the OOM site manager.
