Renovation of a medical facility in Prince George, British Columbia. Completed plans call for the renovation of a medical facility.
The Prince George Mental Health and Substance Use Secure Care Program is a new service concept envisioned by Northern Health Authority (NHA), the Ministry of Health (MoH), the Ministry of Infrastructure (INF), and BC Mental Health and Substances Use Services (BCMHSUS) of the Provincial Health Services Authority (PHSA). Providing much-needed care to under-served populations in Northern British Columbia (BC), this program consists of four distinct and overlapping services comprising an estimated total of 60 beds; Red Fish-like concurrent disorders beds, intensive tertiary rehabilitation beds, and rehabilitation- and recovery-oriented transition beds. These four services will all be designated mental health beds for people with severe mental illness and/or concurrent mental health and substance use issues. This program will be an uninvited guest on the ancestral and unceded lands of the Lheidli T'enneh. The objectives of the Project are to: Develop the Business Plan to convert existing site into a purpose-built facility for substance use treatment with residential beds, therapeutic spaces, food services, secure parking, and more. Due to budget constraints, a minimal renovation is anticipated to convert the facility to a designated mental health facility. Refer to Appendix I - Red Fish Expansion - Draft Functional Program. The CM will provide an early high-level pricing of a new, purpose-built, 12-bed Approved Homes facility with fence enclosure on the same site. Subject to provincial government feedback and approvals, the decision to include the Approved Homes program into this project will be made. Upgrade the building elements to support target population. Refer to Appendix K - PHSA Red Fish Expansion Suitability Assessment for a high-level condition assessment of the building. The structures of each building generally appear to be in fair to good condition and there have been several electrical improvements in recent years, such as a newer generator and fire alarm system. However, renovations are anticipated to address items including but not limited to: Perimeter fencing Selective demolition and general upgrades to HVAC, plumbing, power, data, communications, security, structural, and architectural building systems Security upgrades, including CCTV cameras throughout the site, room and building access controls, and elimination of spaces that are not directly visible by cameras or staff Wellness or cultural spaces Anti-ligature requirements Seclusion rooms, medication rooms, nursing rooms, soiled utility rooms, assessment rooms, lounge spaces, meeting rooms Window replacements Support spaces such as food services, housekeeping, security, and network.
