Site work for a library in West Plains, Missouri. Conceptual plans call for site work for a library.
The City of West Plains, Howell County, requests qualifications for preliminary engineering services, subsequent engineering design services, construction inspection, and other project-related services to assist in proposed improvements to be financed in part with Community Development Block Grant (CDBG) funds. The project will consist of field investigation to verify available data and collection of additional data necessary for evaluating existing drainage conditions located at the West Plains Public Library. Qualifications submitted must address specialized experience and technical competence with civil drainage and landscape design or related work; capacity and capability to complete the work, including specialized services, within six months after award of funds; past record of performance regarding cost control, quality of work, and schedule adherence; proximity to and familiarity with the project area; references from related work within the past five years; and documentation of compliance with E-Verify. The firm will be selected based on these qualifications, with primary consideration given to the ability to begin work immediately and guarantee a preliminary engineering report by May 1st, 2026. Costs for preliminary engineering will be negotiated separately from engineering design and inspection, and contracts for design and inspection are contingent upon grant award and full commitment of project funds.
