The City of Salina seeks qualified vendors to provide a leased dark fiber network interconnecting municipal facilities, requiring an underground-only build with physically diverse routes to critical locations. The scope includes design, permitting, underground construction, splicing/terminations, testing, documentation/as-builts, all locates, ongoing maintenance, repairs, and comprehensive maintenance inclusive of all locates and repairs. Service response and restoration times must be defined, and acceptance testing is required prior to service commencement. All terminations must be indoors, with the vendor furnishing and installing labeled bulkheads/LIUs using SC connectors compatible with City optics. The fiber type throughout will be single-mode OS2. For the 412 E. Ash campus, inter-building underground fiber must be provided to bulkheads at each building. The contract is for a 10-year term with a single all-inclusive monthly recurring cost. Implementation is phased over 12 months from Notice to Proceed: all Front Line locations must be completed in the first 6 months, and all other locations in the final 6 months. The preferred completion deadline is by Q4 2026, and required no later than Q1 2027. No active electronics are to be supplied or installed by the vendor; the City will install all Layer 3 equipment. The vendor is responsible for acquiring and paying for all permits, approvals, inspections, and restoration, and all such costs must be included in the pricing. Service levels include on-site response within 2 hours for Front Line sites and 6 hours for other sites, with restoration times of 6 hours for Front Line and 10 hours for others. A 24x7 NOC and escalation ladder are required. Acceptance testing includes bi-directional OTDR at 1310/1550 nm, optical loss testing, and as-built documentation. Proposals must include a cover letter, technical approach, project schedule, experience, operations/maintenance plan, price forms, insurance certificates, and acknowledgment of City terms. All direct and indirect costs associated with the project are the vendor's responsibility and must be included in the proposal pricing. Submissions must be sent by the stated deadline, and evaluation will consider technical merit, schedule feasibility, experience, 24x7 support, total cost of ownership, and any exceptions to City terms and conditions.
