Repair by replacement of an existing 30-ton gas/electric rooftop HVAC unit serving the Visitor Center. The contractor shall provide all labor, materials, tools, equipment, supervision, quality control, and project management necessary to complete the work in accordance with the detailed Scope of Work. Question Deadline 01/16/2026 at 10:00 AM ET Any questions regarding this solicitation should be directed to Jason Albright, at Jason_Albright@nps.gov Period of Performance: 01/30/2026 to 05/30/2026 .1.This project consists of the repair by replacement of an existing 30-ton gas/electric rooftop HVAC unit serving the Visitor Center (VC) at SAMA located at 2 New Liberty Street, Salem, Massachusetts 01970. 1.2.The contractor shall provide all labor, materials, tools, equipment, supervision/quality control, and project management necessary to complete the Project Repair by Replacement HVAC (RTU), at SAMA VC. This includes but is not limited to demolition/recovery/disposal of existing material or equipment, delivery/receiving of all material or equipment to SAMA VC. Use of Government equipment should not be considered during any cost estimation. 1.3.The Government will not exercise any supervision or control over the contract service providers performing the services herein. Quality Control of materials, installation, and workmanship is included in supervision. Such contract service providers will be accountable solely to the Contractor who, in turn is responsible to the Government. 1.4.The Contractor shall coordinate all interior access to SAMA VC with the Government COR. The COR will provide dedicated escort to the Contractor and his sub-contractors for interior work included in this Statement of Work. 1.5.All work shall be performed by manufacturer certified personnel. Applicable manufacturer and industry certifications for the work described in this SOW shall be included in the Invitation for Bid (IFB). Trade specific certificates are required when noted within this SOW. 1.5.1. Material and parts shall be further itemized with long lead times greater than 30 days identified in the IFB and the preliminary schedule. 1.5.2. The Contractor's proposed schedule shall be submitted with the IFB. Duration of milestones, construction, activities, duration of HVAC interruption at SAMA VC, and other closures or outages shall be included. Calendar Dates may be estimated until after the Notice to Proceed (NTP) is issued by the Contracting Officer (KO). 1.6.All work of this Contract shall be performed in accordance with the following applicable laws, ordinances, rules, regulations and standards: o The National Electric Code. o International Building Code o The Massachusetts Electric Code. o American Society of Mechanical Engineers (ASME) o American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Massachusetts Department of Public Safety 1.7.Capabilities, Factors, Other info: 1.7.1. Key Personnel: HVAC technicians' licenses or certificates, for one or more of their workers who will be involved with the work under this contract. Minimum licensing is a combination of 1) Massachusetts Refrigeration Technicians 2) Massachusetts Sheet Metal License 3) Massachusetts Electrical License. Proposal must include copies of applicable licenses and certificates for any individuals that are expected to work on the contract. Contractor shall update this information as appropriate throughout the life of the contract. 1.7.2. Experience: A brief description for minimum 2 projects or contracts that they have performed within the last 5 years of similar or larger scope and cost and include repair and improvement to electrical and HVAC systems. For each contract/project referenced the bidder will include the following: Brief description of the work, dates performed, final contract value, contact information for the person or entity who hired them. 1.7.3. Past Performance: A list of three references for similar repair or improvement work performed on HVAC and/or electrical systems. 1.8.Type of Contract: Firm Fixed Price 1.9.Background and Existing Conditions 1.9.1. The location of the project is SAMA VC at 2 New Liberty Street, Salem, Massachusetts 01970. The existing RTU has surpassed its life expectancy, has experienced significant failures, and needs replacement. 1.9.2. The existing 30-ton package Roof Top Unit (RTU) has a capacity rating of 12,000 standard CFM. The unit will be replaced in-kind. Routine access for maintenance is made by way of an interior 2nd story roof hatch. No exterior ladder is present for rooftop access. 2. SCOPE OF WORK: 2.1.The Contract work associated with Repair by Replacement HVAC (RTU), SAMA VC shall result in complete, reliable, and fully functional HVAC system. All work shall be performed by contractors bearing the necessary certification to install and program commercial HVAC systems. 2.2.Warranty. The Contractor shall provide a 12-month Installation Warranty on workmanship and parts starting from the Beneficial Occupancy Date and in addition to all Manufacturer's Warranties. The Contractor shall include both the Installation Warranty and Manufacturer's warranty in the Close Documents of this Project. 2.3.Additional details are further described in the Description of Work within this SOW.
