This contract provides for the improvement of approximately 600 linear feet of SE 8th Avenue between College Avenue and Birch Avenue. Work includes traffic control, asphalt and cement concrete pavement removal, concrete curb removal, excavation, crushed surfacing base and top course, hot mix asphalt, cement concrete traffic curb and gutter, cement concrete sidewalks, ramps and driveways, hot mix asphalt, removing storm drain structures and pipe, constructing storm drain structures and storm sewer pipe, and other work, all in accordance with the attached Contract Plans, Contract Provisions, and Standard Specifications. Bids will only be accepted from registered planholders who have purchased a set of Plans and Contract Documents through QuestCDN. All bid proposals must be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the bid amount. Should the successful Bidder fail to enter into a contract and furnish satisfactory performance bond or quality assurance submittals within the time stated in the contract documents, the bid proposal deposit will be forfeited. Only properly executed proposals submitted on City of College Place forms will be accepted. The City reserves the right to reject any or all bids, waive informalities, or accept any bid deemed to be responsive in the best interest of the City. Minority and women-owned businesses are encouraged to bid. All work will be subject to both Washington State and Federal prevailing wage requirements, with the higher wage rate prevailing. Disadvantaged business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. A pre-bid meeting will not be held for this project.
