The proposed construction consists of the rehabilitation of approximately 2.5 miles of rural asphalt roadway including culvert replacement, pavement marking, signing, erosion control, ditch regrading and restoration, and other miscellaneous items of work. Complete sets of Bidding Documents must be used in preparing bids. It is the responsibility of each bidder before submitting a bid to examine the contract documents thoroughly, visit the site to become familiar with local conditions that may affect cost, progress, performance, or furnishing of the work, consider federal, state and local laws and regulations that may affect cost, progress, performance or furnishing of the work, study and carefully correlate bidder's observations with the contract documents, and notify the engineer of all conflicts, errors or discrepancies in the contract documents. Each bid must be accompanied by a bidder's bond, certified check, bank cashier's check, or bank draft payable to the Village of Rochester for five percent (5%) of the total amount of the bid. The owner reserves the right to reject any and all bids, to waive any and all informalities not involving price, time or changes in the work, and the right to disregard all nonconforming, nonresponsive, unbalanced, or conditional bids. To demonstrate qualifications to perform the work, each bidder must be prepared to submit within five business days of the owner's request written evidence such as evidence of bidder's qualification to do business in the state, financial data, previous experience, present commitments, and other data as may be called for. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addendum emailed by the Engineer or the Engineers designated independent distributor, to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than five (5) business days prior to the Bid Opening, might not be answered.
