The City of Elgin, Texas is seeking Statements of Qualifications from qualified consulting firms to conduct a comprehensive Water and Wastewater Rate Study. The study will evaluate the City’s existing rate structure, assess long-term financial sustainability, and develop equitable rate alternatives to support operational, maintenance, and capital improvement needs. Responding firms should demonstrate experience conducting utility rate studies for Texas municipalities, familiarity with Texas Water Development Board and Texas Commission Environmental Quality requirements, strong analytical, financial modeling, and presentation capabilities, and references from comparable Texas cities. Interested firms must submit one electronic copy and three bound copies of their Statement of Qualifications by the deadline. Each submission must include a cover letter and firm profile, project understanding and approach, team qualifications and resumes, relevant project experience, proposed timeline and availability, and references. The City reserves the right to reject any or all submittals, and this solicitation does not commit the City to award a contract or pay any costs incurred in preparing a response. All documents submitted shall become public records in accordance with the Texas Public Information Act.
