Colleton County, South Carolina is seeking qualified, licensed firms to provide construction engineering and inspection (CE&I) services for the SC 303 Sidewalk Project and SCDOT Asphalt Resurfacing. Services may include inspection and testing in the areas of concrete, earthwork, drainage, erosion control, traffic control, and asphalt roadway. The County has been awarded a Transportation Alternative Program (TAP) Grant to construct a sidewalk on SC 303 (Green Pond Hwy) from Sniders Hwy (SC 63) to Covington Lane, approximately 3750 LF in Walterboro, SC. The consultant will conduct on-site inspections and necessary testing to ensure compliance with SCDOT/FHWA/CDBG requirements, assist in preparing inspection forms and documents for LPA compliance, and monitor contractor work and estimate quantities for payment recommendations. Inspectors must be certified in the area they inspect. Equipment for testing, sampling, and inspection, including cell phones and vehicles, must be provided by the consultant. Specialty engineering services may be added later as needed and are not required in this submission. The consultant will report to the County Engineer. Other roadways for resurfacing may also be assigned outside of SC303 as funded by the Colleton County Transportation Committee (CTC). Responses must include: a Letter of Interest; a project organization chart; qualifications for key individuals (licenses and certifications); qualifications for other key individuals critical to project success; a direct response to selection criteria; a chart indicating present workload and percentage availability; a list of references; and required forms. Three bound copies must be submitted (one original), in a sealed envelope/package. The response may not exceed twenty-five double-spaced pages, typed on one side, excluding appendices. Standard Form 330 is to be included as an appendix and does not count toward the page limit.
