Site work for a mixed-use development in Covington, Virginia. Completed plans call for site work for a sidewalk / parking lot.
Alleghany County will be accepting bids for goods or services specified in the scope of work in Section II and in accordance with all sections of this Invitation for Bid (IFB). A pre-bid meeting will be held at the project location. All sealed bids shall be submitted by the specified deadline to the County Administrator's Office. Bids should be submitted in a sealed envelope clearly marked with the job name and attention to the Director of General Services, with the bidder's name also on the envelope. Address all inquiries and correspondence regarding this IFB to Joseph Hubble, Director of General Services, 9212 Winterberry Avenue, Suite C, Covington, VA 24426 or via phone at (540) 863-6600 Ext. 305. All addendum questions and answers will be posted on the County website Please see the attached pictures of damaged areas. In these pictures you will see a memorial that will need to stay intact and undisturbed during the duration of this project. I. Demolition and Removal o Sidewalk: Demolish and remove existing damaged or failed concrete panels, including removal to the nearest expansion/control joints or designated areas as shown in the drawings. Saw cutting of existing control joints may be necessary. Contractor is responsible for disposal of existing concrete removed. o Stairs (if applicable): o Remove existing handrails (if present and needing removed). o Break up and remove concrete stairs, potentially using sledgehammers or jackhammers depending on the size and reinforcement. o Excavation and Base Preparation: o Excavate and remove existing base material down to the subgrade. o Prepare, grade, and compact the subbase according to specifications, potentially requiring re-compaction of existing subgrade to 95% compaction before placing new aggregate base material. o Install and compact new aggregate base material (e.g., 4" thick) in preparation for new concrete placement. II. New Concrete Placement o Formwork: o Erect and secure formwork for the new sidewalks and stairs, ensuring proper alignment, grade, and bracing. o Formwork must be clean and free of debris and contamination. o Walkway systems must be in place along the upper level of formwork. o Reinforcement (if specified): o Install reinforcing steel (e.g., #4 rebar) as shown in drawings or specifications to prevent cracking and add strength. o For steps, install a lattice of rebar inside the forms, tying intersections together. o Ensure proper clearances between rebar and formwork (e.g., 2 inches from sides, 3 inches from soil). o Wire fabric for concrete reinforcement (if used) should be embedded to the depth shown on the stair detail, e.g., consisting of No. 10 gauge wire at 150 mm centers transversely and longitudinally. TRIAL MODE - Click here for more information o Concrete Pour: o Pour concrete (e.g., 4000 psi strength, minimum thickness as specified, such as 4 inches for sidewalks). o For stairs, concrete is typically placed monolithically. o Ensure proper consolidation of the concrete to eliminate air voids. o Finishing: o Screed and float the concrete to level and smooth the surface. o Trim the edges to create crisp, defined lines. o Create control joints to manage shrinkage and prevent random cracking (e.g., 25% depth of the slab). o Apply a desired finish, such as a broom finish for slip resistance or troweled finish for smoothness. III. Joint Sealing and Curing o Joint Sealing: o Install an ultra-low modulus, self-leveling, premium-grade, weather, and UV resistant silicone sealant with unprimed adhesion to cement at all new joints. o Remove and replace old sealant in surrounding joint areas where needed. o Curing: o Cure the newly placed concrete to ensure proper strength development and durability. o This may involve maintaining moisture levels and temperature conditions, e.g., by covering with plastic sheeting or frequent hosing. IV. Quality Control and Inspections o Pre-Pour Inspection: o Verify formwork stability, dimensions, and cleanliness. o Check rebar installation (sizing, spacing, ties, supports, and clearances). o Inspect subgrade and base preparation (compaction, cleanliness, thickness). o Ensure embedded items are properly placed and secured. o Verify joint locations and materials. o Confirm proper site grading for drainage. o During and Post-Pour: o Monitor the concrete mixture and moisture during the pour. o Ensure correct curing procedures are followed. o Visually inspect the concrete for cracking, creeping, or slab curling after curing. ADA Compliance and Safety o Sidewalk Dimensions: o Ensure the sidewalk maintains a clear width of at least 36 inches, with a recommended width of 48 inches. o If less than 60 inches wide, provide passing spaces of at least 60 inches by 60 inches every 200 feet. o Slopes: o Maximum running slope (direction of travel) should be 5% (1:20). o Maximum cross slope (perpendicular to travel) should be 2% (1:48). o Surface: o The sidewalk surface must be firm, stable, and slip-resistant. o Avoid vertical changes in level greater than 1/4 inch (or 1/2 inch with a 1/4 inch bevel). o Curb Ramps (where applicable): o Curb ramps are required where sidewalks cross curbs, according to the ADA National Network. o Maximum curb ramp slope is 8.33% (1:12), with flared sides no steeper than 10% (1:10). o Curb ramps must be at least 36 inches wide with a 36-inch landing at the top. o Detectable warning devices (raised domes with contrasting colors) are required at the base of ramps. o Safety: o Implement traffic control and pedestrian safety measures throughout the project. o Provide and ensure the use of appropriate Personal Protective Equipment (PPE) by all workers. o Protect adjacent property, vegetation, and structures from damage during construction. o Follow proper demolition procedures and safety precautions, including utility checks before beginning work.
