Site work and new construction of a multi-residential development in Chattanooga, Tennessee. Conceptual plans call for the construction of a multi-residential development.

The City of Chattanooga reserves the right to reject any or all proposals, waive any informalities, and accept the proposal deemed in the best interest of the city. Scope of Work 1. Comprehensive Site Analysis and Master Planning The selected developer will be responsible for conducting a thorough analysis of the combined 21 Tax Map Numbers (TMN) that make up the site, encompassing both the Roanoke Avenue (North Tract) that includes the Hardy Street ROW and Southern Street (South Tract) areas. This analysis must integrate the findings of the "Highest & Best Use Analysis" report, which recommends a mix of uses prioritizing general merchandise, hardware, convenience food, and entrepreneurial spaces. The developer will create a master plan that maximizes the site's potential, considering existing zoning (I-H for the North Parcel, RN 1-5 for the South Parcels), and proposes a dynamic development that aligns with the City's vision for enhancing light industrial, commercial, and/or residential activity. 2. Development Proposal Generation and Community Goal Alignment The developer will generate detailed development proposals that clearly articulate how their project(s) align with and support the City of Chattanooga's community goals. This includes a focus on expanding the tax base, creating jobs, and catalyzing complementary developments within East Chattanooga and surrounding neighborhoods. Proposals should specifically address how the proposed uses — such as light industrial, retail, restaurant, café, bakery, deli, business services, and mixed-use office/retail/residential — will contribute to the economic vitality and revitalization of the area, while avoiding prohibited uses as outlined in the RFP.
