The intent is to seek proposals from qualified suppliers for the provision of a fully licensed and outfitted vehicle conforming to the provided specifications. The submission must include completion of all required bidding forms, warranty details (including coverage for cab/chassis/frame, powertrain, emissions, and upfitted systems, as well as service locations), references for three similarly purposed vehicle contracts, and delivery date details. Bids must be submitted electronically; hardcopy submissions are not permitted. The scope details that only equipment of the current year and model will be considered and that the successful bidder must deliver the vehicle as early as possible. The equipment must meet the minimum requirements listed in the specifications, and any deviations must be justified as equivalent. Documentation upon delivery must include operations, maintenance, parts manuals, and manufacturer specifications. The vehicle will be inspected and tested upon delivery, and any deficiencies must be rectified at the bidder's expense. The bidder must be a manufacturer or factory franchised dealer. Prices are to be quoted in Canadian funds, including all costs related to delivering the required Work. The Town is not obligated to accept the lowest bid, and proposals will be evaluated for compliance with specifications, safety, performance, proximity of warranty service, references, delivery date, and price. The Town reserves the right to reject any or all bids, to award the contract in whole or in part, and to terminate the process at any time. Bidders must acknowledge receipt of addenda and comply with all submission and contracting instructions as outlined.
