The work includes updating and enhancing a multi-year Accessibility Plan for the United Counties of Prescott and Russell, covering the period 2027-2032. The contractor is responsible for delivering a comprehensive, concise, and bilingual (French and English) plan aligned with the Accessibility for Ontarians with Disabilities Act (AODA) and the Integrated Accessibility Standards Regulation (IASR). The plan must identify, remove, and prevent barriers related to policies, services, communications, employment practices, built environment, and customer service. The process involves five integrated phases: review and gap assessment of the existing plan, bilingual stakeholder and community engagement, strategic priorities and barrier identification, development of the updated plan, and finalization including council presentation and implementation framework. The contractor must ensure all deliverables are bilingual and accessible, lead stakeholder engagement, and provide any additional services required to achieve project objectives and AODA obligations. All communications and public-facing materials must meet AODA accessibility standards. The submission must be complete to be considered compliant, and all project documentation, including the final plan and executive summary, must be delivered in fully accessible and bilingual formats. Additional services required to address unforeseen accessibility issues are considered part of the contractor’s responsibilities and should be included in the bid price. The successful bidder will finalize the plan, prepare bilingual council presentation materials, and may be required to present to Council if needed. All work must comply with corporate goals, AODA, and other applicable legislation, and the successful bidder must fulfill responsibilities in both official languages.
