The State of Tennessee is inviting General Contractor bids for the Safety Lighting and Fire Alarm System Phase 2 project at East Tennessee State University. Bidders shall examine the project site and documents to obtain knowledge of existing conditions and the work proposed. Bidding documents may be obtained at no cost from Vreeland Engineers, Inc. Bidders must be licensed and qualified according to state law. A five percent (5%) Bid Security is required, and a non-discrimination policy applies. Bidders are to submit bids in accordance with provided instructions, which include using the unaltered Bid Form, signing by an authorized person, and enclosing all attachments in a sealed 9x12 inch envelope clearly marked. The bid must include state contractor license information for the bidder and any listed subcontractors. Modification or withdrawal of bids before the opening time must be provided in writing by an authorized representative. Bids may be withdrawn after opening only by written request and as per State Building Commission policy. The Owner reserves the right to reject any or all bids and to waive informalities. If awarded, the successful bidder must provide a 100% Contract Bond if the initial contract exceeds $100,000, and, if applicable, a three-year roof bond. The bidder must deliver signed agreement forms, bonds, and insurance certificates within ten calendar days of presentation. All successful bidders must report the names and contract amounts of diversity-owned businesses participating on the contract.
