Site work for a water / sewer project in Lackawanna, New York. Completed plans call for site work for a water / sewer project.
The work consists of a single contract for the investigation of water service line materials and the replacement of lead or galvanized service lines along various streets within the City of Lackawanna and Town of West Seneca, Erie County, New York. Bidders are required to furnish all labor, plant, tools, equipment, and specified materials or services necessary to complete the work. The project consists of one (1) Prime Contract to include the following: o Identification of the existing service line materials and if required, replacing the service line on the Public Side (from existing water line to the curb box) and/or replacing the service line on the Private Side (from the curb box to the existing meter inside the dwelling). o All restoration work associated with the work listed above, and any other work as outlined in the Contract Documents. o The work is located in the City of Lackawanna and the direct service portion of the Town of West Seneca and is outlined in Appendix E. The work is located at approximately 1,600 addresses. o Bidders are encouraged to review the Summary of Work, Measurement and Payment, and all other technical specifications. Instructions to bidders include: - All bids must be received in a sealed envelope clearly marked "BID ENCLOSED-ECWA WATER SERVICE INVESTIGATIONS AND LEAD SERVICE REPLACEMENTS, CONTRACT E, CITY OF LACKAWANNA AND TOWN OF WEST SENECA (PN 202600012)" at the Service Center Front Desk, Erie County Water Authority, 3030 Union Road, Cheektowaga, New York 14227. - Only official planholders who purchase printed copies of the contract documents through Avalon are allowed to bid on the project. The fee paid to Avalon is non-refundable. - Bidders are responsible for reviewing all components of the contract documents, including all specification sections and drawings, regardless of how many drawings they print and in which format/size they are printed. - Each bid must be accompanied by a certified check or bid bond in the amount of five percent (5%) of the bid amount. - All questions about the meaning or intent of the bidding documents must be submitted in writing to the designated contact person. - The Erie County Water Authority reserves the right to reject any and all bids or to accept any bid deemed to be in its best interest, even if it is not the mathematically lowest bid. Question Deadline 01/30/2026 All questions concerning interpretation of the Contract Documents shall be submitted in writing via email to Mark Jarmuz, ECWA at mjarmuz@ecwa.org. The deadline for submitting questions will be Saturday, January 31, 2026 at 5pm. ECWA is anticipating awarding this project at the March 19, 2026 Board Meeting.
