In addition, the tenderer must install a paper barrier fence around sub-cells 4B and 4C. The Regie is not obligated to accept the lowest tender or any of the tenders received, and it declines all responsibility towards any of the tenderers in the event that all tenders are rejected. The contract is awarded by decision of the Regie's board of directors, at its sole discretion, and the Regie cannot be bound in any other way than by a resolution of its board.
