Professional Architectural Engineering and Related Services for the BRWRF Operations Complex Improvements and a New Laboratory Building. Loudoun County Sanitation Authority invites qualified contractors to submit sealed proposals for the project. The procurement process and contract performance will be governed by the provisions of the Virginia Public Procurement Act (VPPA). Offerors shall submit proposals on the online procurement system, IonWave, by the specified date and time. Late proposals will not be accepted. The purpose of this Request for Proposal (RFP) is to establish an agreement with a qualified firm for comprehensive architectural, engineering, permitting, and construction administration-related services as necessary to construct a new laboratory and expand and renovate the existing Operations Complex. The work associated with this agreement will be issued on a task-order basis, to allow Loudoun Water to expeditiously address design and construction administration needs as they arise. The resulting agreement will be qualifications-based, and the firm selected will be expected to provide professional services as a prime consultant throughout the lifecycle of the project. The initial task order will include designing a new Analytical Laboratory and expansion and renovation of the existing Operations Complex which includes three (3) interconnected buildings. These renovations include converting the existing laboratory building into office space, performing basic upgrades to an existing office building, and reconfiguring a mixed-use maintenance facility that includes office areas and garage/shop bays. Loudoun Water is soliciting proposals from qualified firms to provide laboratory design and construction services for a new standalone facility and for the expansion and renovation of the existing Operations Complex. The project includes the planning, design, coordination, and construction of a new laboratory facility to support present and future analytical needs for the BRWRF facility in addition to expansion and renovation of the existing Operations Complex to meet present and future Operations and Maintenance needs for the BRWRF facility. Preliminary design, planning, and assessment activities have been completed by Black & Veatch/Hazen, including initial evaluations of the existing space, operational needs, and programmatic requirements. While this preliminary work provides the foundation for the Operations Complex expansion and renovation, the preliminary work for the new laboratory building is a suggested conceptual approach that will require further development, refinement, and coordination to fully meet functional, regulatory, and operational standards. The selected firm will provide multi-disciplinary services on a time and materials not to exceed task order basis. The scope includes planning, civil, architectural, structural, MEP engineering, construction document preparation to include construction drawings and specifications, cost estimates, and construction administration services during the course of construction of the facilities designed under this Agreement. The selected firm shall possess capability to provide the key element of requested services in-house. In addition, the scope includes preparation, documentation, and delivery of support services performed during the post-construction and operational phases. The design and construction phase services will include the necessary modifications to meet the future facility's needs. A final determination on the project sequencing for design and construction will be made by Loudoun Water. It is expected that the Offeror will provide recommendations on project sequencing and packaging options and guide Loudoun Water through a decision process.
